Framework Agreement for Product Screening

Etikkrådet for Statens pensjonsfond utland (the Council on Ethics for the Government Pension Fund Global) will enter into a contract with a tenderer who can implement screening of SPU's (Government Pension Fund Global’s (GPFG)) portfolio in order to reveal whether the companies in the fund have production which may be in violation of the product criteria in the guidelines.
The Council on Ethics wants ongoing monitoring of companies in SPU's [Government Pension Fund Global's (GPFG)] portfolio in order to identify companies in the fund that have production that can be in violation of the product criteria in the guidelines.
The result will be presented quarterly in reports to the Council on Ethics. The information that emerges through the screening will be included in the basis for decisions on whether the companies' production should lead to exclusion from GPFG.

The duration of the contract will be 2 years. The contracting authority retains the right to extend the period for a period or periods of up to 1 year with a maximum of two such extensions on verbatim terms and provisions.

It is also anticipated that the scope of the criteria concerning sales of weapons to specific states, screening criteria No 4, can be extended to include multiple states.

Økonomisk og finansiell stilling:
Requirement: tenderers must have paid all taxes and VAT in accordance with the statutory provisions in the country where the tenderer is established.
Documentation: will be given on request:
Norwegian companies: tax certificate, not older than six months calculated from the tender deadline. Any deviation must be explained.
Teknisk og faglig kapasitet:
Requirement: tenderers must demonstrate relevant experience from equivalent deliveries during the last 3 years. Similar delivery means equivalent assignment as described in Appendix 2.
Documentation: written in the ESPD or in a separate document (free text):
Tenderers must give a list of similar assignments delivered during the last 3 years. Relevant assignments will be services of similar nature, complexity and/or scope as requested in this tender document and in Appendix 2 to the contract.
At a minimum the descriptions must contain the following:
• type of client, for e.g. Private company, NGO, public body, name of the client if possible;
• description of the delivery;
• delivery date;
• value of the contract.
The tenderer is responsible for the description being sufficient to document fulfilment of the requirement.
Requirement: tenderer must have the necessary competence to fulfil the contractual obligations.
A description of education and professional qualifications of the tenderer's personnel (including sub-contractors).
