Kort beskrivelse:
The contracting authority wants to use this contest to enter into a framework agreement a supplier for the following:
Book groups 1-9 in accordance with the book agreement.
- School books/textbooks for primary and lower secondary school, including single-use books, workbooks, teacher guidelines and copying originals for these books as well as printed additional resources to textbooks.
- Other literature and material, including subject books for the professional market, factual prose, fictional literature, dime novels, works, commissioned books, laws, research reports and the like, as well as audio books and e-books.
- The municipality’s school libraries are included in this contract. Digital teaching aids.
- Digital teaching aids, digital tools and recognised digital textbook series (the list is not exhaustive). Web-based tool for purchase, overview, student and teacher display and administration of licences.
- To get a user-friendly, resource-efficient and future-oriented solution for distribution of digital teaching aids, with simple procedures for selection, ordering of digital teaching aids both for the entities and the municipality administration.
- The solution must have suitable roles for school owners, school managers, teachers and students.
The contract does not include concretising tools. The contract does not apply to the municipality's other libraries.

Egnethet til å utøve yrkesvirksomheten:
Requirement: Tenderers must be a legally established company. Documented by a company registration certificate or equivalent.
Økonomisk og finansiell stilling:
Documentation requirement: Credit assessment of the tenderer, not older than six months from the deadline for receipt of tenders. The evaluation will be based on the last known fiscal figures with an indication of how the credit rating has developed during the last three years. The evaluation shall be issued by a company with a credit information licence from the Norwegian Data Protection Authority. See www.datatilsynet.no. The result of the credit appraisal shall be stated as a categorised score (letter of number) against a defined scale. Recently established tenderers must substantiate the financial capacity for the implementation of the assignment, or other documentation, e.g. accounting figures and a bank guarantee.

Requirement: Tenderers must have the economic and financial capacity to carry out the assignment. Tenderers must be creditworthy, Score A. The creditworthiness against a guarantee is not accepted. For recently established tenderers a certificate showing score A/N is sufficient.

Documentation requirement: An overview of the most important deliveries of goods or services that the tenderer has carried out in the last three years, together with information on the contract´s value, delivery date or execution and the name of the recipient.

Documentation: Description of environmental management measures. A self-declaration on the environmental system attached to the tender documentation can be used as documentation.

Requirement: Tenderers must have experience from similar assignments. For newly founded tenderers, it is sufficient that the proposed key personnel have experience from equivalent assignments.
Requirement: The tenderer must have a functioning quality assurance system/quality management system.
Requirement: Tenderers must use environmental management measures whilst implementing the contract.
