The main purpose of this procurement is to:
— enter into a framework agreement with one supplier of service and maintenance within security systems (AIA, AAK, TVO);
— the tenderer must overtake the service and maintenance on the Norwegian Mapping Authority's existing system. The tenderer must therefore have access to equipment and competence on this facility;
— the tenderer must be able to support the Norwegian Mapping Authority's professional competence on FSS;
— in addition to service and maintenance, the contract also includes the possibility of purchasing hardware within FSS when the contracting authority needs supplementary purchases when replacing or supplementing equipment, for example expanding FSS at its locations.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
1) For work that will be carried out in Norway, the tenderer must fulfil legal requirements concerning health, environment and security.
Documentation requirement: HSE self-declaration, attached as appendix 1, signed by a person authorised to bind the tenderer and a representative for the employees.
2) The tenderer must be registered in a company register, professional register or a trade register in the country where the tenderer is established.
Documentation requirement:
Norwegian companies: Company registration certificate.
Foreign tenderers: verification that the tenderer is registered in a company register, professional register or a trade register in the country where the tenderer is established.
Økonomisk og finansiell stilling:
1) Tenderers must have their tax, employer contribution and value added tax (VAT) payments in order.
Documentation requirement: tax certificate not older than 6 months.
2) Tenderers have sufficient economic and financial capacity to be able to fulfil the contract. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.
Documentation requirement: a credit rating based on the most recent fiscal figures. The rating must be carried out by a credit rating company with a license to conduct this service.
Teknisk og faglig kapasitet:
1) The tenderer must have experience from comparable assignments.
Documentation requirement: description of up to three of the most relevant assignments during the last 3 years. The description must include provision of the assignment nature, value, date and if possible the name of the contracting authority. It is the tenderer's responsibility to document relevance through the description, with experience through the Norwegian Securities Act.

2) The tenderer must have must have manufacturer certificates and access to equipment.
Documentation requirement: the tenderer must state relevant certifications/courses for the employees in their own organisation with a description of the manufacturer and product the certification applies to. State for the last 5 years.
See point 1.2 about the existing solution for what is relevant product certifications.
3) The tenderer must have a quality assurance system.
Tenderers must give a general description of their quality assurance system and how it is implemented in the company. The description must be maximum five A4 pages, possibly with a copy of a certificate.
