Qualification Requirement 1 - Tax certificate:

The tenderer must not have considerable tax and VAT arrears, unless an approved repayment schedule is presented.

Documentation requirement 1: Tax Certificate.

Norwegian tenderers:

Tax and VAT certificate, not older than 6 months. The certificates can be ordered and downloaded from Altinn. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration.

Foreign tenderers

A certificate issued by the competent authority in the tenderer's home country certifying that the tenderer has fulfilled his obligations regarding taxes and fees in accordance with the laws of the country where the tenderer is established. The certificate must not be more than 6 months old.

The tenderer must be registered in a company register, professional register or a trade register in the state where the tenderer is established.

Qualification requirement - Economic and financial capacity:

The tenderer must have sufficient economic and financial capacity to fulfil the contract. Tenderers must achieve a minimum rating of ‘Credit worthy’, i.e. the tenderer must be in risk classification 5 or higher on the Experian scale.

Norwegian tenderers:

The contracting authority will obtain the credit rating Commercial Delphi Score from Experian as documentation. Tenderers must as a minimum achieve a rating of 'Credit worthy’, i.e. the tenderer must be in risk classification 5 or better on the Experian credit rating scale.

The tenderer is expected to have familiarised himself with the registered information about the company and by submission of the tender accepts that the information will be obtained and form the basis of the assessment of the tenderer's economic standing.

When submitting their tender offer, the tenderer can enclose a credit rating from a certified credit rating company showing that the tenderer fulfils the requirement. The credit rating must be based on the most recent available accounts and it must be carried out by an agency licensed to carry out credit rating activity.

If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can document his economic and financial capacity by presenting other documentation considered suitable by the contracting authority.

Foreign tenderers

are requested to enclose a credit score from a certified credit rating agency showing that the tenderer meets the requirements. The credit rating must be based on the most recent available accounts and it must be carried out by an agency licensed to carry out credit rating activity.

Tenderers must have experience from at least one comparable assignment to a public contracting authority in relation to scope and content.

Documentation requirement: Tenderers must attach a list of the most important relevant assignments the last 3 (three) years. The description must include a statement of the assignment's content, value, date, and recipient (name, telephone number and e-mail address). It is the tenderer's responsibility to document relevance through the description. The references will only be contacted if required.
