The framework agreement will cover the contracting authority's need for supplements and new procurements for the electronic security need, both outside and inside the City Hall, including theft and break-in alarm installations (AIA installations), and equipment for camera monitoring.
The assignment covers, amongst other things, the following needs:
• engineering design services and protecting objects in the city hall's museum areas and areas for political activities;
• procurement of equipment such as central equipment, detectors, cameras, installation material;
• programming, assembly, installation, and training.

The contracting authority would like a tenderer that has security deliveries as part of its core activities and the accompanying competent personnel. The tenderer will function as a partner for the security department in order to contribute to the implementation of good solutions.

The city hall currently has Lenel OnGuard access control (AAK), which was installed in 2018. In addition Milestone is used for ITV, which is integrated with Lenel OnGuard. The AIA installations must be integrated with existing systems for overall operation i the city hall's duty centre.

The contract will be valid for 2 years from when it is signed. The contracting authority has the option to extend the contract for up to a further 1 year + 1 year.

Requirement: Tenderers must be a legally established company.
Documentation requirement:
Norwegian companies: Company registration certificate
Foreign tenderers: Verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.
Økonomisk og finansiell stilling:
Requirement: Tenderers must have sufficient economic and financial capacity to fulfil the contract.
Documentation requirement: The company's last annual Financial Statement including notes, the Board's Annual Reports and Audit Reports, including new information of relevance to the company's fiscal numbers.
The contracting authority reserves the right to obtain credit ratings on its own initiative.
Teknisk og faglig kapasitet:
Requirement 1:
Tenderers are required to have the necessary professional and organisational qualifications to carry out the assignment.
Documentation requirement 1:
A short account is to be given of the company's business idea and the core competence related to the scope of the delivery.
An overview must also be given of personnel resources as regards capacity and competence for:
• engineering design services and project management;
• procurements of hardware and software that can be integrated in Lenel OnGuard and/or Milestone;
• BAS function with construction site logisitics, coordination;
• assembly, programming, and configuration, preparation for integration with Lenel OnGuard and /or Milestone - integration is to be carried out in cooperation with the existing supplier of maintenance/service for the access control installations (currently Stanley Security).

An account that the personnel resources will take into consideration the fact that personnel will have to present a police certificate of good conduct. Cf. the Police Register Regulations, Section 34-7, second paragraph.
Requirement 2:
Tenderers are required to have sufficient experience from deliveries with a transferable value to this assignment, including experience from engineering design services for and the installation of object protection in listed buildings and buildings in operation.

Documentation requirement 2:
A brief description must be delivered (up to approx. 1 A4 page per project) of up to 3 reference projects in the last 3 years, with a justified transferable value. The descriptions must contain:
• the project name and location;
• the contracting authority, with a contact person/contact information;
• the assignment's economic value;
• type of building, including experience with work in listed buildings;
• the tenderer's assignments and role in the project;
• description of the delivery, with a statement of the number and type of components;
• date of implementation.
Requirement 3:
Tenderers are required to have a quality assurance system for the delivery.
Documentation requirement 3:
A short description of the tenderer's quality management/assurance routines. If the company is certified or under other third party verified systems, it is sufficient to present a copy of valid proof of membership, certificate, etc.
Requirement 4:
Tenderers must have implemented an environmental management system.
This means that the tenderer must have methods for working actively and systematically on reducing negative environmental impact from the tenderer activities related to the implementation of this contract.
Documentation requirement 4:
A description of the tenderer's environmental management measures. If a tenderer has attestations/certificates from independent bodies that can substantiate an established environmental management system, they can be presented as documentation.
