The contracting authority would like to enter into a framework agreement for a data centre and related products.
The contract will cover the product area described in Annex 3 the contracting authority's technical platform. It therefore covers hardware, software and related products that support the data centre infrastructure, unless the software is covered by other (framework) agreements.
Data centre infrastructure also includes cloud systems that complement or extend functions in the data centres.
The framework agreement does not cover technical building systems, including electricity, cooling, fireproofing, etc.

Kort beskrivelse:
The contracting authority would like to enter into a framework agreement with a dealer and competence partner that can be a total supplier, as well as assist with consultancy services on the product spectrum in the framework agreement if required. Out of consideration to, amongst other things, predictability, stability and simple operation, the equipment portfolio must be as homogeneous as possible.

The contracting authority always aims to have a limited set of products within the same functional area and that the technology is used in a standardised way. The focus is, therefore, on building a uniform and standardised infrastructure. At the same time, the goal is to use new functionality that is cost efficient and labour saving in operation, as well as the infrastructure having good performance, scalability, and degree of use.

The contracting authority has good competence in product areas that are included in the enquiry, but is, however, dependent on a supplier who has weight with manufacturers and/or sub-suppliers. Tenderers must have adequate breadth in their product portfolio and products from different manufacturers. It is also important that the tenderer has both sufficient breadth and expertise in the different products and product areas that are relevant for the enquiry. It is important that the new infrastructure supports the existing competence at the contracting authority.

Beskrivelse av opsjoner:
The contracting authority has the option to prolong the contract on the same terms for 1(one) + 1(one) years so that the total possible contract length is 4 (four) years.
Notification of an extension shall be given in writing at the latest 3 (three) months before the framework agreement expires.

Egnethet til å utøve yrkesvirksomheten:
Tenderers must be registered in a company register or trade register in the member state where the tenderer is established. As described in annex XI of directive 2014/24/EU; suppliers from certain member countries can be required to fulfil other requirements in the mentioned annex.

Økonomisk og finansiell stilling:
Tenderers must have their tax and VAT payments in order.
— Documentation requirement: Tax and VAT certificate, not older than 6 months.
Tenderers must be able to demonstrate sufficient economic and financial capacity to carry out the delivery.
— Documentation requirement: A credit rating based on the last known accounting figures will be accepted as documentation. The rating must be carried out by a credit rating company with a licence from Datatilsynet (the Norwegian Data Protection Authority) to conduct this type of activity.

Tenderers must have carried out at least three deliveries in the last 3 years with relevance to this assignment. Relevant assignments means the delivery of products connected to data centre infrastructure, as described in the requirements specification (annex 1 of the contract).
