Kort beskrivelse:
The contracting authority would like to enter into parallel framework agreements for the following:
— maintenance measures, replacement and alterations for the current buildings/facilities;
— reconstruction and smaller construction contracts.
This framework agreement applies to work with painting, wallpapering and flooring and the tasks shall mainly include:
— internal and external work at municipal buildings in general; offices, schools, nurseries, nursing homes, technical buildings.
Tenders can be submitted for parts of the assignment, i.e., tenders for the following parts:
— Solør: Grue, Våler and Åsnes municipalities. The estimated value is approx. NOK 3 000 000;
— Kongsvinger/Odalen: Eidskog, Kongsvinger Nord-Odal and Sør-Odal municipalities. The estimated value is NOK 1 500 000.
Varighet: 24 måneder
Beskrivelse av fornyelser: 1 + 1 year.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Requirement: tenderers must be registered in a company register, professional register or a trade register in the state where the tenderer is established.
Documentation requirement:
Norwegian companies: company registration certificate;
Foreign tenderers: verification showing that the tenderer is registered in a company register, professional register or a commerce register in the country where the tenderer is established.
Teknisk og faglig kapasitet:
Requirement: tenderers must have experience from comparable assignments.
Documentation requirement: a description of up to three of the tenderer’s most relevant assignments during the last 3 years, Appendix 6: Response Form experience must be completed. The list must include a statement of the deliveries' value, dates and recipients (name, telephone number and e-mail address). It is the tenderer's responsibility to document relevance through the description.

Requirement: tenderers must have sufficient ability and the capacity to comply with the contract obligations. There must be at least 1 person with relevant certificate of apprenticeship who can carry out the assignment/service.
Documentation requirement: tenderers shall enclose a statement of the tenderer's average workforce and the number of employees in the management in the last 3 years. Completed annex 7: ‘Kompetanseskjema’ (Competence form).
The tenderer's personnel shall have all the necessary authorisations, certificates, certificates of apprenticeship etc. that are required to manage and execute the relevant work.
Documentation requirements: Information on education and professional qualifications of offered personnel who shall to carry out assignments must be given in the competence form, cf. Annex 7
Requirement: tenderers must have a good and well-functioning quality assurance system.
Documentation requirement: report on the tenderer's quality assurance system and routines documenting that the requirement is met. If this is described in the tenderer's quality assurance system in accordance with ISO 9001 or equivalent third party verified system, it is sufficient to present a valid certificate.
