The aim of the procurement is to enter into a framework agreement for consultancy services within strategy consulting, strategy development, strategy implementation, and strategy realisation. The Norwegian Public Roads Administration needs cooperation partners that can assist us with, amongst other things, strategic consulting, strategic analyses, strategy development, and strategy implementation and follow-up. We are now announcing a contest where we would like to enter into a framework agreement for the delivery of these services. We would like to enter into a contract with 3-5 tenderers.

The framework agreement will apply for all of the Norwegian Public Roads Administration, i.e., the Directorate of Public Roads and the six divisions.

Beskrivelse av opsjoner:

The contracting authority has the option to extend the contract for one year + one year, so that the total possible contract length is four years.

Tenderers must be a legally established company.

Tenderers must confirm their fulfilment of this requirement when submitting their tender.

Tenderers must present the following documentation proof if requested by the Contracting Authority:

Norwegian tenderers: Company registration certificate

Foreign companies: Documentation proving that the company is registered in a trade or business register as stated in the law of the country where the tenderer is

established.

Økonomisk og finansiell stilling:

Tenderers must have sufficient financial capacity to fulfil the contract.

The contracting authority will obtain a credit rating from Experian.

Credit worthiness will be sufficient to meet the requirement.

If in doubt, the contracting authority can obtain further information from tenderers.

If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove his economic and financial capacity with any other document that the contracting authority deems suitable.

Teknisk og faglig kapasitet:

Tenderers must have experience from relevant assignments.

Tenderers must confirm their fulfilment of this requirement when submitting their tender.

Tenderers must attach the following documentation:

A list of 3 of the most important relevant assignments and services performed in the last 3 years, including information on the values, extent/scope, dates, a brief description of the assignment,

and the names of the public or private recipients.

A tenderer who is newly established and cannot submit references must be particularly careful to demonstrate that they have the prerequisites to

carry out the assignment.

Newly established tenderer can document that the requirement is met by referring to the experience of offered persons/resources that have developed their competence in the service of other providers.

Tenderers must have sufficient implementation ability.

Tenderers must present the following documentation proof if requested by the Contracting Authority:

An account of how sufficient capacity for this assignment will be safeguarded. Among other things, a staffing plan must be presented for the assignment, showing the number of in-house

employees, contractors etc.
