The contracting authority would like to enter a contract for company health services (Norwegian abbreviation: BHT) in accordance with the Organisation, Management and Participation Regulations; FOR-2011-12-06-1355, chapter 13 company health services.

Elverum Municipality's contract for BHT is estimated to be NOK 2.5 million for the entire contract period. BHT tenderers can offer flexibility within the economic frameworks that are given, and in interaction with the resources that Elverum Municipality itself has access to in the contract period. The contracting authority is not obliged to procure a specific volume, as changes in the budget and routines can affect the total volume. The contract will be valid from 01.01.2022 to 31.12.2025.

The purpose of procuring company health services is to comply with the employer's statutory obligations under the Working Environment Act section 3-3 and related HSE regulations, as well as to facilitate healthy and safe working conditions, cf. the Working Environment Act section 1-1. The service must include all of Elverum Municipality's employees.

The goal is that the contracting authority themselves will be able to solve the working environment challenges and ensure the employer's obligations in accordance with the working environment provisions. Each unit in Elverum Municipality is responsible for having a proper working environment in their unit. This means that the units must carry out a risk and vulnerability analysis, prepare action plans and set targets for their HSE and IA work. The responsibility and work is managed by each department manager under the sector manager/staff manager. The work is organised by the department's HSE and IA committee.

The BHT supplier is a natural cooperation partner in the above-mentioned work. The Company Health Service must provide counselling, guidance and support to managers and personnel staff in health, environment, and safety. The Company Health Service's main focus must be on the preventive and promotional HSE and IA work.

The municipality is to be an attractive, including and health promoting workplace. Elverum Municipality is continuing its IA work and cooperation with NAV Working Life Centre in accordance with the new IA contract from 01.01.2019.

The BHT supplier will be part of the general HSE and IA work, where the personnel staff will have the coordinating responsibility, in addition to professional responsibility for routines and procedures in accordance with the internal control requirements. The BHT supplier will be part of the personnel staff's set cooperation meetings with NAV Working Life Centre, the local NAV, and the head safety delegate.

The BHT supplier will be represented in AMU, cf. the Working Environment Act section 7-1 (1), and an active contributor with professional advice and recommendations in AMU's work.

The BHT supplier is expected to be operative from the start of the contract in accordance with the stated response time.
