The Brønnøysund Register Centre's case processing must be able to cover the need for additional checks, further investigations and follow-up before a decision is made. The tenderers will carry out checks and deliver auditor confirmation in accordance with the routines defined and stipulated by the grant authority. The auditor confirmation for new compensation schemes will be based on previous schemes. The agreed checks do not need to be carried out by state-authorised auditors, however state-authorised auditors must be responsible for the assistance, and they must sign the auditor confirmation.

The framework agreement can also include any new compensation schemes that the Brønnøysund Register Centre becomes the grant authority for, or must provide a solution for.

Qualification requirement: tenderers must be a legally established company.

Documentation requirement: company registration certificate The contracting authority obtains the company registration certificates via the eBevis system. Foreign tenderers must attach certificate that prove they are a legally established company and that they are registered in the professional registered as determined by the law of the country in which the tenderer is established.

Økonomisk og finansiell stilling:

Qualification requirement: the tenderer must have sufficient economic and financial ability to carry out the assignment/contract. Solidity, liquidity and financial strength will be central in this assessment.

Documentation requirement: the company's last annual financial statements with annex. The contracting authority collects Annual Financial Statements via eBevis for Norwegian companies. The contracting authority reserves the right to obtain the tenderers’ credit ratings.

Teknisk og faglig kapasitet:

Qualification requirement:

1) The tenderer must have approval from the financial supervisory authority of Norway to operation auditor activity;

2) Tenderers must have a minimum of 40 state-authorised auditors;

3) Tenderers must be able to use the resources of any business the tenderer relies on for support.

Documentation requirement:

1) Documentation demonstrating that the tenderer has approval from the financial supervisory authority of Norway to operate auditor activity;

2) Confirmation that the requirement is met is given in a separate text field in Mercell;

3) If a tenderer relies on the capacity of other business in order to meet one or more of the qualification requirements, sufficient documentation must be provided in order to verify that the requirement is met. This can be done by means of a commitment statement (see appendix 2 to the tender documentation), an interaction contract or equivalent formal documentation demonstrating that the tenderer actually has disposal of the necessary resources at the listed businesses. Here the tenderer must also describe which parts of the assignment will be carried out by sub-contractors/third party.

The background is that it will be impossible to uphold the ordinary deadline of 30 days due to the Covid-19 situation, and consequently the short time from the notice until the assignment must begin.
