The expectation is that we will see the development of eco-systems in the future within different social and service areas. Those who operate in these eco-systems will set new requirements for the Norwegian Mapping Authority's data by using enabling technologies, and how they can be offered/be included in the eco-system if they are seen as relevant. In addition it will affect how we ought to develop our national geographical infrastructure. Furthermore, new forms of data acquisition are expected to enable richer and quicker data acquisition, and, amongst other things, form a basis for digital twins.

The Norwegian Mapping Authority has defined the 3 most important strategic goals:

— as the national geodata coordinator, the Norwegian Mapping Authority is the initiator for Norway being a leading force in the use of geographical information;

— we develop the geographical infrastructure through cooperation to be a joint digital twin as a basis for a sustainable society;

— we make it easy to gather, process, and share located information.

In order to realise these goals, the Norwegian Mapping Authority needs access to competence and capacity, both strategic, tactical, and operative. We would like assistance with adopting new technological possibilities that can improve the Norwegian Mapping Authority's total efficiency and business development (digital transformation).

The Norwegian Mapping Authority would like to enter into a contract with a tenderer that can assist with strategic, tactical, and operationalising capacities within all phases in the entire modern IT function area. If sub-suppliers are used, the tenderer will have full responsibility for the sub-supplier's competence and understanding of security as regards the contracting authority's requirements in this contract and everything as described in the tender, so that the contracting authority experiences the tenderer as one joint unit.

A sub-goal in the Norwegian Mapping Authority's strategy is 'we gather and process located information, including through the use of artificial intelligence for the benefit of value chains and administration organisations'. It is therefore important to us that the tenderer can give us good advice within this area.

The intention of this framework agreement is to ensure strategic, tactical, and operative cooperation between the Norwegian Mapping Authority and the tenderer. There is a need for a tenderer that has very good competence in how business models can be further developed by exploiting new technological possibilities within working forms, tools, and platforms. Tenderers must have good competence in what changes and trends are going on within the IT profession, and be able to enable the contracting authority to use them to make their own IT operations more efficient.

Concrete examples are:

— how to use new technological possibilities and trends to achieve better efficiency and realise gains;

— how to organise the digital development across business and IT so that the Norwegian Mapping Authority can use its capacity in the best possible way;

— assist in making the development process more efficient;

— enable the Norwegian Mapping Authority to carry out all business assignments and projects that the Norwegian Mapping Authority does not have the capacity or competence to carry out.

We believe in learning-by-doing, and would like advisors/consultants who can show us in practice how the above-mentioned examples can be implemented and be an improvement for us. Advisors/consultants will typically participate in concrete assignments and projects, and through this show us how such efficiency gains can be achieved.

The offered consultants must be able to deliver in the Oslo area, the Stavanger area, or Ringerike. The consultants must, if required, be security cleared to level 'confidential'.

Two main areas that we envisage covering by such a strategic, tactical, and operationalising contract are:

Main area 1: strategic and tactical advice/consultancy assistance;

Main area 2: reinforcement of the development capacity.

Tenderers must be registered in a company register or trade register in the member state where the tenderer is established. As described in annex XI of directive 2014/24/EU; suppliers from certain member countries can be required to fulfil other requirements in the mentioned annex.

Documentation: company registration certificate.

Økonomisk og finansiell stilling:

Tenderers must have their tax and VAT payments in order.

Documentation requirement: tax and VAT certificate, not older than 6 months.

Credit rating

Tenderers must be able to demonstrate sufficient economic and financial capacity to carry out the delivery.

Documentation requirement: a credit rating based on the last known accounting figures will be accepted as documentation. The rating must be carried out by a credit rating company with a licence from Datatilsynet (the Norwegian Data Protection Authority) to conduct this type of activity.

Teknisk og faglig kapasitet:

For main area 1: tenderers must have carried out at least three assignments in recent years with relevance to this assignment. Relevant assignments means a major reference assignment within one or more of the following areas: digital transformations, work on digital eco-systems, big data mesh/sharing data, digital twins.

For main area 2: tenderers must have carried out at least three assignments in recent years with relevance to this assignment. Relevant assignments means major reference assignments within one or more of the following areas: Agile coaching, deliveries through flexible development in multi-professional teams, modern development platforms.

Documentation requirement: reference list of all of the tenderer's assignments in recent years, with relevance to this assignment, stating the name of the contracting authority, and if possible, a value and reference for the assignment What has been delivered and the function the tenderer had in the assignment, must be stated.
