The Norwegian Maritime Authority would like to enter into framework agreements for environmental projects. There can be consultancy assignments within the following areas in the framework agreement period:
1) Literature searches, information retrieval — this can include retrieval and summary of reports on the same topic or problem. There can also be questionnaires and/or interviews on various topics;
2) Reviews/analyses connected to:
(a) Marine biology and/or chemistry — this can include sampling and analysis related to marine biological, micro-biological and/or chemical issues related to shipping activity;
(b) emissions to the air and sea; emission factors and models, this can include measurements, calculations and analyses connected to emissions of NOx, SOx, CO2, soot, oil etc. fro ships;
(c) other Environmental problems — e.g. in relation to environmental questions regarding the development of new international or national legislation.

The contract period is 2 years with an option for the Norwegian Maritime Directorate for 1 + 1 year extension.

Requirement:

Tenderers must be registered in a company register, professional register or a trade register in the state where the tenderer is established.

Documentation requirement:

• Norwegian companies: Company registration certificate;

• Foreign companies: verification showing that the tenderer is registered in a company register, professional register or a trade register in the country where the tenderer is established.

Økonomisk og finansiell stilling:

Requirement:

Tenderers must have sufficient economic and financial capacity to be able to fulfil the contract.

Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement. Including rating such as ‘A creditworthy’ or equivalent.

Documentation requirement: documentation is not required.

The Norwegian Maritime Directorate will obtain credit ratings of tenderers from Bisnode. Tenderers must as a minimum achieve credit score 'A credit worthy without security', or equivalent.

Requirement:

Tenderers must have experience from comparable assignments.

Documentation requirement:

Description of up to three of the tenderer's most relevant assignments during the last 3 years. The list must include a statement of the deliveries' value, dates and recipients (name, telephone number and e-mail address). It is the tenderer's responsibility to document relevance through the description. Tenderers can document experience by referring to the competence of the personnel that he can use for this assignment, including experience that has been acquired while the personnel carried out services for another service provider.
