The objective of the framework agreement is to cover the Contracting Authority's need for technical consultants for, amongst other things, review, preliminary engineering design services, engineering design services, preparation of tender documents, construction management, and general consulting. The disciplines for which consultancy services are requested are water, sewage, area planning, roads, installations, municipal buildings and project administration:
Lot A Consulting, roads and water and sewage.
Lot B Consulting, municipal buildings.
Lot C Consulting, project administration.
Del D: Consulting, area planning.
The contracting authority intends to enter into a framework agreement with the 3 tenderers that are ranked highest in each part (A, B, C, and D).

The contracting authority intends to enter into a framework agreement with the 3 tenderers that are ranked highest in each part (A, B, C, and D).

Mini-competitions will be held for call-offs for projects with an estimated value of more than NOK 750 000, where the 3 tenderers within the relevant part will participate. All call-offs that are held as mini-competitions will be carried out in the contest tool Mercell. The tender documentation for each mini-competition will describe how the award criteria will be assessed. Mini-competitions with dialogue can be held in some cases. The contracting authority can make a direct call-off to the highest ranked of the 3 tenderers for minor projects with a value of less than NOK 750 000. The ranking can be re-evaluated during the contract period if personnel are replaced. This evaluation can change which of the 3 tenderers within each part are ranked as highest, next highest, and lowest.

The delivery includes assistance within the development and alteration of municipal installations and properties.

The delivery can vary between reviews, preliminary projects, detailed plans, and project administration. The scope will vary in accordance with need and finances at the contracting authority.
