Framework Agreement Consultancy Services for Organisational Reviews of Civil Society Organisations

Norad – Direktoratet for utviklingssamarbeid

Several of Norad departments manages agreements with civil society organisations. Organisational reviews are performed periodically, especially in connection with assessment of new applications from the organisations to Norad. Organisational reviews assess the organisations systems with regards to financial management, cost efficiency and results management, as well as the achievement of results. The framework agreement will be used for reviews of organisations supported over different grant- schemes, but the bulk of assignments will be connected to the strenghtening of civil society grant scheme.
The reviews to be conducted under the framework agreement should provide recommendations to ensure better planning and follow-up by Norad and by the grant recipients. The review will form part of the basis for Norad’s decisions regarding continuation or adjustments of future cooperation with the respective organisations.

Kort beskrivelse:
The procurement covers a framework agreement with two suppliers. Norad will be the suppliers’ legal counterpart. Under the framework agreement the suppliers will conduct consultancy services for Norad. These will normally be directly related to projects managed by Norad. The consultancy services will normally fall within four different types of assignments:

• smaller due diligence assessments in connection with calls for proposals;
• ad-hoc reviews that may concentrate on aspects of an organisation and selected efforts.

Legally established entity
The tenderer must enclose a company certificate or register printout (sole proprietorship) from the Register of Legal Entities.
Tax certificates
Norwegian providers must submit a tax certificate for tax, employer's contribution and value added tax (form RF-1316). The tax certificates must not be older than 6 months from the expiry of the offer deadline.
Sole proprietorships must submit confirmation that they are not registered in the VAT register.
Foreign providers must submit corresponding tax certificates from their countries.

Technical and professional capacity
The tenderer must have sufficient technical and professional capacity to be able to fulfill the contract.
• The company's most important deliveries in the last 3 years, including their value, time and recipient.
Kontraktutførelse
Vilkår for kontraktoppfyllelse:
Self-declaration of sufficient knowledge by tendered personnel prior to departure to high-risk areas.
When travelling to high-risk areas the client requires that consultants have the necessary knowledge of first aid and stress management (as well as personal security in some cases) prior to departure. The tenderer must therefore confirm that the tendered consultants, who will travel to high-risk areas, will meet these requirements prior to departure. It is the duty of the supplier (employer’s liability) to ensure this. This shall be confirmed in the letter of tender.
