One of Norad's core tasks is to spread knowledge about development issues, results of Norwegian development assistance and the sustainability goals. This is financed from a separate allocation in the Norwegian state budget.
Norad wants to use a wide range of tools, from paid communication such as TV, online media, social media, newspapers, trade press, magazines, radio and outdoor advertising, to reports, meeting places and events.
Norad wants agreements related to two different areas of communication assistance. It will only be possible to apply for participation in the competition for one of the areas.
The two are strategic consulting on communication and ongoing communication consulting, strategic and operational in the implementation of communication strategy and communication strategic initiatives.

Legally established entity
The tenderer must enclose a company certificate or register printout (sole proprietorship) from the register of legal entities.
Tax certificates
Norwegian providers must submit a tax certificate for tax, employer's contribution and value added tax (form RF-1316). The tax certificates must not be older than 6 months from the expiry of the offer deadline.
Sole proprietorships must submit confirmation that they are not registered in the VAT register.
Foreign providers must submit corresponding tax certificates from their countries.

Technical and professional capacity
The tenderer must have sufficient technical and professional capacity to be able to fulfill the contract.
• the company's most important deliveries in the last 3 years, including their value, time and recipient (if necessary to ensure sufficient competition, ie because the relevant services are not purchased so much and so often, so that there will be a limited number of suppliers who have experience from the last 3 years, the period of 3 years can be extended);

Please note that personnel who are to carry out the assignment must sign the enclosed declaration of confidentiality before they can start work. This will be done in connection with the client signing a contract with the selected supplier.
A data processor agreement must also be entered into with Norad.
