The service will be delivered in different phases of projects, such as early phase and implementation phase.
The framework agreement can be used on all types of projects that are relevant for the disciplines, when there is not only need for an individual discipline. The assistance can be connected to construction projects such as new construction, reconstruction and maintenance, and technical installations in the existing buildings and facilities etc. There will be graded projects and non-graded projects.

The procurement is divided into geographical lots.

One framework agreement will be entered into per geographical lot, altogether seven lots (sub-contracts):

1) Northern Region;

2) Hålogaland Region;

3) Central Region;

4) Eastern Region;

5) Viken Region;

6) Western Region;

7) Nationwide.

Tenders can be submitted for one or more sub-areas. The framework agreements apply to projects that are within geographical areas. For projects that span several geographical areas, such projects fall into lot 7 ‘Nationwide’.

Tenderers must delivery consultancy groups that include consultants for the following disciplines:

Main disciplines: Consulting Ventilation Engineer, Consulting Electrical Engineer, Consulting Civil Engineer, Architect and Engineering Group Manager.

Other disciplines the tenderer must also supply: Consulting Geotechnical Engineer, Consulting Acoustics Engineer, Consulting Fire Engineer, Landscape Architect, Interior Architect, Consulting Water and Sewage Engineer, Consulting Building Physical Engineer, Consulting Environmental Engineer, FREMKO, ITB Manager, BIM Coordinator, Engineering Design Group/process manager, Role that takes care of the assessment of socio-economic consequences and preliminary project phases, Consulting Engineer Roads.

Beskrivelse av fornyelser:

The framework agreements will have a duration of two (2) calendar years after commencement of the contracts, with the opportunity to extend for up to one (1) year plus one (1) year plus one (1) year, maximum total up to five (5) years.

The framework agreement is announced for 2 years + 1 year + 1 year + one year, maximum up to 5 years, due to the need for security clearance and an anticipated long initial clearance period at NSM.

Egnethet til å utøve yrkesvirksomheten:

The tenderer must be a legally registered company.

Tenderers must have their tax and duty payments in order.

Documentation requirement:

Foreign tenderers must present documentation that confirms that the company is legally registered in its home country. Norwegian tenderers do not need to document fulfilment of this requirement beyond the presentation of tax and VAT certificates, cf. the information below.

Tax and VAT certificate (RF-1316). The certificate can be ordered via www.altinn.no. The certificate must not be more than 6 months from the tender deadline. (only for Norwegian tenderers)

Økonomisk og finansiell stilling:

A credit rating, carried out by a company that can legally carry out credit ratings, of the tenderer that is not older than 6 months calculated from the application deadline.

The credit rating must contain an assessment of the tenderer’s payment history/reliability. The result of the credit rating must be given as a graded value (letters or numbers) on a defined scale.

If the tenderer, in order to comply with the requirement, presents guarantees from other companies (e.g. the controlling company), equivalent credit assessment for this company must be submitted. Furthermore, a legally binding confirmation must be enclosed from this company stating that they have joint and several liability under the contract.

Minste nivå(er) av standarder:

Tenderers must have sufficient financial capacity to fulfil the contract. Tenderers must be creditworthy.

Teknisk og faglig kapasitet:

A list of the most important relevant deliveries in the last 5 years. The list must highlight the tenderer's role in the reference project, along with the value, dates and the name of the contracting authority.

A description of the number of qualified personnel the tenderer has at their disposal for fulfilment of the contract.

Certificate of the relevant quality assurance standard, e.g. NS-EN ISO 9001.

(Other certificates issued by bodies in EEA countries that comply with the Community regulations or the relevant European or international certification standards can also be presented).

Or a description of the tenderer's quality assurance system.

Minste nivå(er) av standarder:

Tenderers must have good experience from equivalent deliveries. Equivalent deliveries means deliveries of an equivalent scope, for example, framework agreements or equivalent, with assignments of a similar nature and complexity.

The tenderer must have the necessary capacity to implement the framework agreement within the lot/s the tenderer delivers tenders for.

Tenderers are required to have a good, well-functioning quality assurance system.
