The procurement is being made by Birkenes Municipality and Lillesand Municipality, (hereafter called the Contracting Authority).
The procurement will cover the Contracting Authority's need for such assignments involving washing down and clearing social housing, flats, cleaning in construction projects, and other ad-hoc/assignment based cleaning that arises for the municipality.

Estimert totalverdi: 5 000 000 NOK 💰
Kort beskrivelse:

A parallel framework agreement will be signed with up to two tenderers. See the contract terms, point 1.6 for information on the award of contracts within the framework agreement during the contract period. The contract will have a two year duration with an option for the Contracting Authority to extend one or more times for up to a further 2 years, altogether a maximum of 4 years.

The estimated annual amount is approx. NOK 1.25 million excluding VAT. The contract will be valid for up to NOK 5 million over the contract's lifetime. The estimate is based on previous amounts and is not binding for the contracting authority.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

1) Qualification requirement: Tenderers must be a legally established company. Documentation requirement: Company registration certificate.

2) Qualification requirement: Tenderers must be registered in the Norwegian Labour Inspection Authority’s list of authorised cleaning businesses. Tenderers that are not yet authorised must have submitted an application subject to consideration. If the tenderer is not authorised by the Norwegian Labour Inspection Authority, the contract will be terminated with immediate effect. Documentation requirement: Copy of the authorisation issued by the Norwegian Labour Inspection Authority. Tenderers that are not yet authorised can attach a copy of the application/confirmation that an application has been sent.

Økonomisk og finansiell stilling:

Qualification requirement: Tenderers must have the financial capacity to carry out the assignment/contract. Tenderers are required to be credit worthy and have satisfactory liquidity and solidity. Documentation requirement: The company's most recent Annual Report, with financial statements and auditor's report, including new information of relevance to the company's fiscal figures; Or a credit rating from a certified credit rating company. (Must not be older than 6 months).

Minste nivå(er) av standarder:

Tenderers must have the financial capacity to fulfil the assignment/contract. Tenderers are required to be credit worthy and have satisfactory liquidity and solidity.

Teknisk og faglig kapasitet:

1) Qualification requirement: tenderers must have good experience from the implementation of equivalent deliveries/comparable assignments. Documentation requirement: a list containing an overview and description of the tenderer's up to 3 most relevant assignments in the last 3 years. The list/description must, as a minimum, include:

— name of the customer/recipient,

— scope and value,

— date and duration,

— contact person (name, telephone number and email address),

— description of relevance (e.g., type of assignment/service/the company's role/the delivery's complexity).

It is the tenderer's responsibility to document relevance through the description. The Contracting Authority reserves the right to contact the listed references in order to verify the scope and quality.

2) Qualification requirement: Tenderers must have procedures for quality assurance. Documentation requirement: Tenderers must give a description of the company's procedures for quality management, with emphasis on quality assurance, resource management, management responsibility and continuous analysis and improvement. If a tenderer is certified in accordance with ISO 9001 or equivalent standards, it is sufficient to provide a copy of a valid certificate.

3) Qualification requirement: Tenderers must have a good environmental management system. Documentation requirement: A description of the environmental management measures that have been implemented in the company. If a tenderer is certified in accordance with ISO 14001, Eco-lighthouse, or equivalent standards, it is sufficient to present a copy of a valid certificate.

Kontraktutførelse
Vilkår for kontraktoppfyllelse:

The contract will contain requirements related to wages and working conditions, documentation and sanctions in accordance with the regulations dated 8 February 2008 No 112 regarding wages and work conditions in public contracts.

Tenderers are required to be a part of an apprentice scheme and that apprentices shall participate in the contract work in the framework agreement. The requirement can be fulfilled by the tenderer and one or several of his sub-suppliers, c.f. the framework agreement point 2.6.
