DKH would like to use this procurement to enter into a framework agreement with a tenderer for periodic/season based cleaning of royal properties, including:
— The Royal Palace (including the stables building, garden nursery);
— Bygdø King's estate (including servants residence);
— Lystslottet Oscarshall (including the gentlemen's building, kitchen building, and gatehouse);
— Logistics building (currently under construction).
The cleaning includes historical cleaning. The royal properties consist of fixtures and objects that are worthy of protection. Cleaning materials and methods that are used must be particularly suitable for this. See the contest documentation for further details and service requirements.

Juridisk, økonomisk, finansiell og teknisk informasjon
Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Organisational and legal position: tenderers are required to have a legally established company.
Documentation requirements: Norwegian companies: Company Registration Certificate.
Foreign tenderers: verification that the tenderer is registered in a company register, professional register or a trade register in the country where the tenderer is established.
The Company Registration Certificate must not be more than 6 months old.
Økonomisk og finansiell stilling:
Economic/financial capacity: tenderers are required to have good financial implementation ability.
Minste nivå(er) av standarder:
Documentation requirement: tenderers must present a credit rating from a reputable credit rating agency.
The credit rating must not be more than 3 months old.
DKH reserves the right to obtain further documentation and assessments on the company's financial situation and use this in the qualification evaluation.
Teknisk og faglig kapasitet:
1) Sufficient capacity is required;
2) Experience is required from similar assignments;
3) Authorisation from the Norwegian Labour Inspection Authority is required;
4) A quality assurance system is required;
5) An environmental management system is required.
Minste nivå(er) av standarder:
1) Capacity requirements: tenderers must have sufficient capacity to carry out the assignment, including sufficient staff and equipment. An overview of available staff (number of employees in the company, as well as any sub-suppliers), their roles split between, for example, administration and cleaners with the required competence in accordance with the requirements specification, point 4.

An overview/statement of the company's equipment and machines, or other that will contribute to the fulfilment of the contract.
2) Requirement for experience and comparable assignments: tenderers must have experience from comparable assignments, including from listed buildings/buildings with a high historical value, and, for example, museums or equivalent.
Documentation requirement: an overview of up to 5 reference assignments of an equivalent character from the last 3 years.
The overview must include a statement of:
— the contracting authority (name, email address, and telephone number);
— the contract value and scope;
— the date of the contract;
— a short description of the delivery, including:
— area (m
— type of building/cleaning object;
— type of cleaning.
It is the tenderer's responsibility to document relevance through the overview/description.
3) Requirement for authorisation form the Norwegian Labour Inspection Authority: tenderers must be authorised in the Norwegian Labour Inspection Authority's cleaning register.
Tenderers that are not yet authorised must have submitted an application subject to consideration. If the tenderer is not authorised by the Norwegian Labour Inspection Authority, the contract will be terminated with immediate effect.
Documentation requirement: copy of the authorisation issued by the Norwegian Labour Inspection Authority.
Tenderers that are not yet authorised can attach a copy of the application/confirmation that an application has been sent.
4) Requirement for the quality assurance system: tenderers must have a good and well-functioning quality assurance system.
Documentation requirement: an account, or copies of a system certificate (e.g., ISO 9001:2008 or equivalent) is required for the tenderer's quality assurance system/management system. Any system certificate must be issued by an accredited certification body or equivalent.

5) Requirement for an environmental management system: tenderers must have established an environmental management system in order to ensure that the environment is taken into consideration whilst carrying out the services.
Documentation requirement: describe the company's routines and systems for environmental policies, the environmental management scheme, and the training of employees in environmental cleaning, etc. If the company has environmental certification or ISO 14001, EMAS, Eco-Lighthouse, or equivalent third party verified systems, such certification will be accepted as documentation of fulfilment of the qualification requirement.
