The purpose of the procurement is to establish a framework agreement to cover the contracting authority's ongoing need for cargo securing equipment.

Beskrivelse av opsjoner:

The contracting authority will have an option to extend the framework agreement one or more times for a further three (3) years, 1 year at a time. The maximum duration, including options, will be 7 years.

Egnethet til å utøve yrkesvirksomheten:

Requirement 1: the tenderer must be registered in a company register, professional register or a trade register in the state where the tenderer is established.

Documentation requirement 1:

Norwegian tenderers: company registration certificate.

Foreign companies: confirmation that the tenderer is registered in a company register, professional register or trade register in the state where the tenderer is established.

Requirement 2: The tenderer must meet the requirements of Norwegian legislation in regard to health, safety and environment (HSE).

Documentation requirement 2: Completed and signed HSE self-declaration in accordance with FOSA (the Norwegian Defence and Security Procurement Regulations) appendix 2. Use any attached template, see Annex 4 HSE self-declaration.

Økonomisk og finansiell stilling:

Requirement 1: the tenderer must have the required economic and financial capacity to fulfil the contract. It is sufficient to fulfil the requirement if the tenderer has achieved credit rating ‘credit worthy’ or equivalent.

Documentation requirement 1: Credit rating from a certified credit rating agency, based on the last fiscal figures. The rating must not be older than 3 months.

Requirement 2: The tenderer must have their tax and VAT payments in order.

Documentation requirement 2: tax certificate not older than 6 months from the application deadline.

Tax certificates means:

1) For Norwegian tenderers: certificates issued by the Tax Collector or the Norwegian Tax Administration concerning VAT, Tax, Employer Contribution;

2) For foreign tenderers: Foreign tenderers must submit equivalent certificates from their own country showing that they have an arrangement for the payment of taxes and duties. If the authorities in the relevant country do not issue such certificates, the tenderer should submit a declaration stating that all taxes and duties have been paid. The declaration must be approved and signed by the tenderer's financial director/finance manager.

Teknisk og faglig kapasitet:

Requirement 1: the tenderer must have good experience from similar deliveries.

Documentation requirement 2: an overview of the tenderer's three most relevant assignments in the last 3 years. In order to ensure sufficient competition, documentation of deliveries that the tenderer carried out more than 3 years ago can also be taken into consideration.

The overview must include a statement of: the assignment value, dates, recipient (name, telephone and email) — A brief description of the delivery. It is the tenderer’s responsibility to document relevance through the description.

Requirement 2: the tenderer must have sufficient capacity to fulfil the delivery.

Documentation requirement 2: a description of the technical personnel and technical entities at the tenderer's disposal to fulfil the contract.

Requirement 3: The tenderer must have sufficient competence to implement the delivery.

Documentation requirement 3: a description of the education and professional qualifications of the personnel that the tenderer has at his disposal for fulfilment of the contract. CVs are not requested here.

Requirement 4: the tenderer must have a good and well-functioning quality assurance system.

Documentation requirement 4: description of the tenderer's quality assurance methods. If the tenderer is certified in accordance with ISO 9001 or equivalent standards, it is sufficient to present a copy of a valid certificate.

Requirement 5: the tenderer must have a good environment management system.

Documentation requirement 5: a description of environmental management measures that have been implemented in the company. If the tenderer is certified in accordance with ISO 14001 or equivalent standards, it is sufficient to present a copy of a valid certificate.
