Bokn, Bømlo, Etne, Fitjar, Haugesund, Karmøy, Kvinnherad, Sauda, Stord, Suldal, Sveio, Tysnes, Tysvær, and Vindafjord are participating in this framework agrement.
The contract is for 2 years with a unilateral option for the contracting authority to extend for 1+1 year. The planned start of delivery is 01.04.2022
Contracts will be awarded for the following product groups:
- Meat and meat products
- Dairy products
- Bread and bakery products
- Groceries/dry goods
The contracting authority allows tenderers to submit tenders for all or one of the following regions:
Region 1: Bokn, Etne, Haugesund, Karmøy, Sauda, Suldal, Sveio, Tysvær and Vindafjord
Region 2: Bømlo, Fitjar, Kvinnherad, Stord and Tysnes

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.
Documentation requirement:
Norwegian companies: Company registration certificate
Foreign companies: Verification showing that the tenderer is registered in a company register, professional register or a commerce register in the country where the tenderer is established.

Credit Rating:
Tenderers must have sufficient economic and financial capacity to comply with the agreement. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement. Minimum credit worthiness requirement: A
Turnover:
The tenderer's turnover per year in the last two known financial years must be higher than or equal to 2 x annual turnover on the agreements. One region is to be seen as one contract.
If a tender is submitted for several regions or both product areas, the turnover requirement shall be the sum of the expected turnover in the regions and within the product areas that a tender has been submitted for.

The tenderer must attach acceptance that Haugesund municipality can carry out credit checks via Bisnode Credit AS.
Please confirm acceptance in the tender letter.
Tenderers must verify satisfactory turnover by presenting approved annual accounts for the last two accounting years.
Teknisk og faglig kapasitet:
Tenderers must have experience from comparable assignments.
Capacity:
Tenderers must document that they have the capacity to take on the assignment.
Equipment:
Tenderers are required to have the necessary equipment to take on the assignment.
Environmental requirements:
The tenderer is required to have low environmental impact production and distribution chain.
The use of packaging requires that the tenderer is a member in a recycling scheme or fulfils the obligation through it's own recycling scheme for end treatment where packaging is taken care of in an environmentally responsible manner.
Minste nivå(er) av standarder:
Description of up to three of the tenderer’s most relevant assignments during the last three years. The description must include a statement of the assignment value, dates and recipients (name, telephone number and e-mail address). It is the tenderer's responsibility to confirm relevance through the description. A tenderer can document experience by referring to the competence of personnel at disposal for this assignment, including experience that has been acquired while personnel performed services for another service provider.

Verified by presenting a valid certificate/membership from for example ISO 14001, Eco-lighthouse certification, EMAS or equivalent quality assurance systems.
