Evaluation of Valgdirektoratet’s (the Norwegian Directorate of Elections’) Services and Surveys Regarding Implementation of Elections 2021

The contracting authority wants an evaluation of Valgdirektoratet's (the Norwegian Directorate of Elections') delivery of services to support the implementation of elections by municipalities and county municipalities. It is desirable to shed light on whether the cooperation between the Norwegian Directorate of Elections and municipalities and county has functioned satisfactorily, and whether the Norwegian Directorate of Elections has solved the tasks related to the implementation of elections in an appropriate manner. This cooperation is primarily connected to the use of EVA, training, user-support and information.
The engaged party will also implement a survey that will be sent out to municipalities and counties after the election (the election implementation survey). The survey is intended to collect statistics on election implementation in municipalities and counties. In this survey it is preferable to have a comparison basis, and multiple topics repeat themselves therefore at each election.

The anticipated value of the contract is from NOK 1 300 000 to NOK 1 500 000 excluding VAT. The estimated value is not binding for the contracting authority. The service provider must deliver the assignments two reports by 15 December 2021.

Egnethet til å utøve yrkesvirksomheten:
Requirements: Tenderers must be a legally established company.
Documentation:
Norwegian companies: Company registration certificate or a printout from the Unit Register for sole proprietorships not required to register.
Foreign companies: Verification that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established. Confirmation can be submitted in writing or through BRIS
Økonomisk og finansiell stilling:
Requirement: Paid taxes and duties.
Documentation:
A certificate, not older than 6 months, which verifies that the tenderer has fulfilled the obligations of payment of taxes, social security contributions and VAT. The certificate can be ordered and obtained from Altinn by using a separate link on skatteetaten.no. Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.

Teknisk og faglig kapasitet:
Requirement: Tenderers must have sufficient ability and experience to carry out the delivery.
Documentation: A description of the tenderer´s up to three most relevant assignments in the last 3 years, together with information on the contracts' value, date of delivery or execution, and the name of the recipient. Relevant means evaluation and review assignments within the public sector and external evaluations of comparable projects. Tenderers are responsible for ensuring that the description is of such a nature that it documents fulfilment of the requirement.
