The agency cooperation between Arbeidstilsynet, Arbeids- og velferdsetaten, Skatteetaten og politiet [the Norwegian Labour Inspection Authority, the Norwegian Labour and Welfare Administration, the Norwegian Tax Administration and the police against work-related crime will be evaluated.
The assignment is a follow-up of the strategy against work-related crime.
The evaluation will be based on the goals for this agency cooperation (cf. point 4). It is preferable that the evaluation give an evaluation of to what degree the formalised agency cooperation contributes to realising the defined goals for the agencies’ joint effort and what added value this gives the agencies.

The assignment duration is from contract entry in 2021 to handover of the final report 15 November 2022, and has a combined limit of NOK 2 million excluding VAT.

Qualification requirements
Tenderers must be a legally established company.
Documentation Requirement
• Norwegian companies: Company registration certificate or a printout from the Unit Register for single person companies not required to register.
• Foreign companies: Confirmation that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established. Confirmation can be delivered in writing or by reference to BRIS.

Documentation Requirement
• A certificate, not older than six months, which verifies that the tenderer has fulfilled the obligations of payment of taxes, social security contributions and VAT. The certificate can be ordered and obtained from Altinn by using a separate link on skatteetaten.no. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration. The certificate is electronically certified and is therefore not signed. For further information, see skatteetaten.no.

• Foreign tenderers must submit certificates from authorities equivalent to the Norwegian authorities.
Tenderers must have sufficient economic and financial capacity to carry out the delivery, in which, amongst other things, being creditworthy without any requirement for collateral will be adequate.
• A credit rating with key figures from a recognised credit assessment company or other form of documentation to demonstrate that the requirement has been met.

Tenderers must have sufficient ability and experience to carry out the delivery.
Documentation Requirement
Tenderers or the offered personnel must be able to refer to minimum three assignments for the last three years with relevance to this assignment, stating the name of the contracting authority, and, if possible, the value of the assignment and reference. Relevant assignments in this context are defined as assignments that demonstrate evaluation and/or research competence and solid experience with investigations and analysis connected to working life and/or agency cooperation. Tenderers are responsible for ensuring that the description is of such a nature that it documents fulfilment of the requirement. What has been delivered and the function the tenderer had in the assignment, must be stated.
