Enhanced 4-valent Vaccine Against Seasonal Influenza

The Norwegian Institute of Public Health (NIPH) would like to procure a enhanced 4-valent vaccine against seasonal influenza for vaccinating nursing home residents aged 65 or older. An enchanced 4-valent influenza vaccine is a vaccine that is more effective than the ordinary influenza vaccine that is offered to other target groups in the national vaccination programme. The procurement is carried out on behalf of the Ministry of Health and Care Services (HOD).
The procurement will follow the rules for an open tender contest in accordance with the Public Procurements Act and regulations (LOA) parts 1 and 3, and will be made electronically in the contracting authority's electronic contest management tool, CTM (EU-Supply). According to the Public Procurement Regulations, section 20-2 (3), the tender deadline is 15 days.
The aim is to enter into a contract for the delivery of 40 000 doses of enhanced 4-valent influenza vaccines. The tender documentation specifies the minimum requirements for the vaccine.
A contract will be signed with one tenderer.

Explanation of the tender deadline's length.
The procurement will be made with a 15 day deadline in accordance with the Public Procurements Regulations, section 20-2, point (3). The reason for this is that NIPH believes that, due to the ongoing pandemic situation, there is a clear risk that doses will not be allocated to Norway if the procurement is made with the ordinary deadline (30 days). Therefore it is impossible to make the procurement in accordance with the Public Procurement Regulation's provisions on the ordinary deadline for an open tender contest.
