The reason for this is that NIPH believes that, due to the ongoing pandemic situation, there is a clear risk that doses will not be allocated to Norway if the procurement is made with the ordinary deadline (30 days). Therefore it is impossible to make the procurement in accordance with the Public Procurement Regulation's provisions on the ordinary deadline for an open tender contest.
