The framework agreement contains requirements for the use of apprentices in accordance with regulations on the obligation to set requirements for the use of apprentices in public contracts dated 17 December.

The framework agreement concerns the execution of all types of electrical work at all of the contracting authority's buildings, sites, and infrastructure for technical operations and maintenance, along with associated materials, and 24 hour continuous on-call duty. The framework agreement can also be used for major upgrades/new buildings. The framework agreement can also include the procurement of electrical material. A framework agreement will be signed for 2 years with an option for an extension one or several times for up to a further 2 years. The maximum framework agreement period is 4 years. The framework agreement's start-up date will be 01.04.21. The annual scope of the delivery is expected to be approx. NOK 1,250,000 excluding VAT. The maximum total value for the entire framework agreement over a four year period is NOK 9 million. The actual value is dependent on the concrete needs. The contract will not bind the contracting authority to procure a specific volume.

Vilkår for deltakelse
Økonomisk og finansiell stilling:
Tenderers must have their tax, employer contribution and VAT payments in order. Tax and VAT certificate. The certificate must not be older than six months from the tender deadline. The certificate can be obtained electronically from Altinn. See skatteetaten.no for further details. Tenderers must have sufficient economic capacity to fulfil the contract. The contracting authority will obtain credit ratings from Bisnode Norge. Alternative: If a tenderer does not have a rating at Bisnode, the tender can as an alternative present their annual accounts for the last two years. The accounts must contain notes, the board's report and auditor's report.

Teknisk og faglig kapasitet:
Implementation ability, personnel: Tenderers must have adequate capacity to fulfil the contract. Fulfilment of the requirement can be declared in the ESDP form when the tender is submitted. The requirement must be documented fulfilled on request from the contracting authority. • Short overview of the personnel who shall be used for fulfilment of assignments under the framework agreement. • Number of service vehicles suitably equipped and fitted. Professional competence: Tenderers are required to have sufficient competence to fulfil the assignment in a professionally satisfactory way, as well as being able to give the contracting authority advice within their discipline. Fulfilment of the requirement can be declared in the ESDP form when the tender is submitted. The requirement must be documented fulfilled on request from the contracting authority. • Tenderers must document at least 3 persons in the company who have a certificate of apprenticeship as an electrician. This can, for example, be fulfilled by submitting CVs for the personnel in question. • Tenderers must document at least 1 person in the company who has a relevant masters or bachelor degree or two year education as a vocational college technician with the relevant certificate of apprenticeship. Experience from equivalent assignments: Tenderers must have good experience from equivalent assignments. Fulfilment of the requirement can be declared in the ESDP form when the tender is submitted. The requirement must be documented fulfilled on request from the contracting authority. A list with an overview of equivalent assignments during the previous three years. The list must, as a minimum, contain: • Name of the customer, • Contract value and scope (number of hours) • Date of the delivery/assignemnet •Short description of the delivery.
