Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Requirement: Tenderers must be a certified cleaning company in the Norwegian Labour Inspection Authority's cleaning register.
Documentation requirement:
Copy of the certificate issued by the Norwegian Labour Inspection Authority.
Requirement: Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.
Norwegian companies: Company registration certificate
Foreign tenderers: Verification that the tenderer is registered in a company register, professional register or a trade register in the state where the tenderer is established.
Økonomisk og finansiell stilling:
Requirement: Tenderers must have sufficient financial strength to fulfil the contract. A credit rating that concludes with Credit Worthy will be sufficient for fulfilment.
Documentation requirement:
Credit rating based on the most recent financial figures. The rating must be carried out by a credit rating company with licence to conduct this service.
If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove his economic and financial position with any other document that the contracting authority deems suitable.
Minste nivå(er) av standarder:
A credit rating that concludes with Credit Worthy will be sufficient for fulfilment.
Teknisk og faglig kapasitet:
Requirement: Tenderers must have experience from cleaning assignments that are comparable.
Equivalent assignments means the provision of cleaning services in accordance with NS-INSTA 800 in buildings of an equivalent scope. Minimum assignment length: 1 year.
Documentation requirement:
Reference list of cleaning assignments in the last 3-5 years that are comparable, including the scope of the assignments (number of man-labour months), value, date, and contracting authority. Furthermore, there must be an overview of a contact person for each delivery, as well as the contact person's telephone number and email address for obtaining references.

Requirement: Tenderers must have good capacity that is suitable for the scope of the assignment.
A description of available technical support apparatus, machines or technical equipment that will contribute to the fulfilment of the contract.
Requirement: A good and well functioning quality assurance system is required for the services that are to be provided.
An account of the current quality assurance system in the company. If a tenderer is certified by a public certification organ, it is sufficient to attach a copy of an issued certificate. If a tenderer is not certified, the current quality assurance system must be documented, e.g., by attaching a quality control manual that describes the quality assurance system and how it is implemented in the organisation.

Requirement: Tenderers must take the environment into consideration when carrying out the service.
Tenderers must substantiate the requirement by presenting relevant environmental certificates, such as EMAS or ISO 14001 or equivalent, or give a description of their own system and routines for environmental policy, environmental management system, training of employees for environmental-friendly cleaning, etc.

Kontraktutførelse
Vilkår for kontraktoppfyllelse:
The contract will include a requirement on wage and work terms, documentation and sanctions in accordance with the regulations on wage and work terms from 8 February 2008 No 112.
The number of links in the supplier chain will be limited in the contract.
The tenderer cannot, without written consent from the contracting authority, have more than two links in the supplier chain below him.
The contracting authority maintains the right to accept more links in the supplier chain after the contract has been signed if, due to unforeseen circumstances, it is required to fulfil the contract.
