Bergen Municipality, c/o the Agency for Urban Environment, is holding an open tender contest for a multi-disciplinary consultant group - Møllendal River and Beach Park.
The contracting authority needs to cooperate with a consultancy and engineering design group for planning environmental measures at the mouth of the Møllendal River and a new park area along the river and by waters edge of the Møllendal River and Store Lungegård Lake.

The tenderer will prepare an analysis and concept study, where the project area's qualities and potential are highlighted.
The tenderer must carry out the necessary reviews for conditions related to floods and hyrology, biological diversity, and geotechnics.
The tenderer will contribute with mapping the project's interested parties, as well as carrying out appropriate involvement and co-creation processes with them.
Solutions must be engineered for the river course and adjoining areas, with the accompanying calculations, as a basis for the contracting authority's further decisions on the project implementation.
Deliveries must comply with the documentation requirements in the current plans and legislation.
The procurement also includes options for coordination of an innovation project, engineering design services - eastern river bank and consultancy and engineering design services for the subsequent preliminary project.
See annex 1 for further details on the content and scope of the procurement.

The contract duration can be longer if the contracting authority takes up the options in the contracts, cf. annex 1, points 8.6 and 8.11.

Engineering design services for the easter river bank, cf. annex 1, point 8.6.2.
Consultancy and engineering design services for the subsequent preliminary project - the river park, cf. annex 1, point 8.6.3.

The company must be legally registered. Documentation requirement: Companies that are registered in the Norwegian Register of Business Enterprises and the VAT Register do not need to attach documentation. The contracting authority will check the company's organisation number in public registers. Attention is drawn to the fact that it is the organisation number that is on the company's profile for this competition in Mercell that will be checked. For companies that are not registered in the above-mentioned register, the tenderer must provide certificates or confirmation of registration (equivalent to a company registration certificate) in a trade register or company register as described in the legislation in the country where the tenderer is established. The certificate must not be issued more than 6 months prior to the tender deadline.

Økonomisk og finansiell stilling:
Tenderers must have sufficient economic and financial capacity to fulfil the contract. The required financial capacity will be assessed in relation to the contract's value, services, risk and length. Requirement: Tenderers must have relevant competence and experience, which includes a reference project of an equivalent nature and complexity as the delivery requested in this contest. The reference project must have focus on work in transformation and/or central areas, analysis and concept development in an urban context, design of landscape and river systems. Documentation: An overview of up to five relevant assignments in the last three years. Tenderers are responsible for referring to relevant assignments. Use the attached template for the overview of experience - annex 5 Reference Form. This document is to be attached to the tender.

… that all tenderers have an established quality management system that is satisfactory to ensure quality in the execution of this contract. Documentation requirement: A description of the company´s implemented quality assurance system. Certificates must be submitted for the company's quality management system, issued by independent bodies, confirming that the company meets specific quality management standards, for example ISO 9001. If the company does not have a certificate, other documentation of the company´s quality management system must be presented. In such cases, the following must be submitted as a minimum: The system's name and a detailed table of contents, a general description of the system's contents, including an overview of check plans and check-lists that are relevant for this contract, an organisation chart that shows responsibilities in the quality assurance system, a description of procedures for internal control and handling deviations (work with corrective and preventive measures), a description of how the system will be used to ensure quality in this contract. All submitted or collected documentation will form the basis for an overall evaluation of whether the qualification requirement is fulfilled.
