Bergen Municipality and collaboration partners (hereafter called the Contracting Authorities), will, through a framework agreement with a tenderer (hereafter called the Supplier), ensure the supply of workwear, footwear, protective clothing, and protective equipment for technical services, building and construction, work on roads, cleaning, schools, and nurseries, etc.

Bergen Municipality, c/o the Procurement Group is holding the commercial part of the contest on behalf of the Contracting Authorities. Bergen Municipality c/o the Procurement Group is the contract owner and is responsible for contract administration. Each individual Contracting Authority with booking units will have operative responsibility for the framework agreement through booking and monitoring the deliveries.

The following collaboration partners/municipalities are participating in the framework agreement and Bergen Municipality is acting on authority:

— Bjørnafjorden Municipality,

— Askøy Municipality,

— Vaksdal Municipality,

— Alver Municipality,

— Modalen Municipality,

— Øygarden Municipality,

— Osterøy Municipality,

— Betanien nursing home,

— Bergen Church Council,

— Masfjorden Municipality,

— Kvam Municipality,

— Signo Konows Centre,

— St Johanneshjemmet,

— The Institute of Marine Resarch (option).

The city services and city patrol department (traffic wardens) in Bergen Municipality are not included in this framework agreement.

The aim of the framework agreement is to cover the Contracting Authority's need for workwear, protective clothing, protective equipment with associated products of high quality, as well as first aid equipment. These are products where the Contracting Authority has a continual need, of both a planned and unplanned character, but, at the same time, has focus on control and management of consumption.

The framework agreement will ensure good cooperation with a reliable and strategic partner with good knowledge and experience, who is continually able to comply with the purpose of the framework agreement.

Focus areas for the framework agreement are reduced environmental impact, optimisation, and standardisation of the assortment.

Bergen Municipality will use an e-commerce system for call-offs under this framework agreement. This is an important policy for making transactions more efficient for Bergen Municipality and the supplier that has signed the contract.

Some of our collaboration municipalities/parties do not use an e-commerce system, or have a different e-commerce platform than Bergen Municipality. Ordering routines must thus be agreed with each individual Contracting Authority. There can also be possible changes to the e-commerce system and the method each ordering unit makes call-offs in the contract period.

— Bergen Church Council (uses Agresso/IBX);

— Masfjorden Municipality (uses Visma);

— Øygarden Municipality (is not connected to the e-commerce platform and IBX);

— Modalen Municipality (uses Visma);

— Signo Konows Centre (is not connected to the e-commerce platform and IBX);

— St Johanneshjemmet (is not connected to the e-commerce platform and IBX);

— Askøy Municipality (uses Agresso/IBX);

— Betanien Rehabilitation and Nursing Home (is not connected to the e-commerce platform and IBX);

— Bjørnafjorden Municipality (uses Visma);

— Vaksdal Municipality (uses Visma);

— The Insitute of Marine Research (uses Visma).

Tenderers must, in accordance with the framework agreement, deliver workwear, protective equipment and associated products, as well as first aid equipment within the following product groups:

1) Clothing,

2) Footwear,

3) Head protection,

4) Hearing protection,

5) Eye protection,

6) Hand protection,

7) Body protection,

8) Respiratory protection,

9) First aid equipment,

10) Fall protection.

The framework agreement will cover the Contracting Authority's need for clothing and protection for many different types of work and several professions, for example within (but not limited to):

— electro,

— plumbing,

— painting,

— carpentry work,

— cleaning,

— workers in nuseries, schools/wraparound care,

— MO,

— health workers,

— gardeners,

— sweepers,

— water and sewage,

— work along roads,

— lifeguards.

The list is not complete and may be altered in the contract period.

The products will be used in different environments, both inside and outside, such as at construction sites. The Contracting Authority needs a broad spectrum of products that tolerate tough and frequent use and that provide good protection in demanding environments. Products must be delivered to all of the Contracting Authority's locations.
