The aim of the assignment is to get access to competence from a professional environment for consultancy and engineering design assignments within the project area, which we see there is a need for in the coming years. A general knowledge basis is to be prepared in the assignment, together with planning and implementing the sub-project.
The estimated value of the framework agreement, including options, is approx. NOK 15 million. The maximum value for assignments under the framework agreement is NOK 20 million.

The project area stretches from the Theatre and the Theatre Park in the west - through Øvre Ole Bulls plass, Kong Olav Vs plass and Torgallmenningen, Nedre Ole Bulls plass, Byparken, Festplassen and Lille Lungegårdsvann and the Library Park to the library in the east. The axis cross several roads in the city centre: Veiten, Olav Kyrres gate, Christies gate and Strømgaten. The axis crosses the important City Axis - the central axis between Johanneskirken and Fløyen. The project area therefore includes the junction between the axes.

The assignment will include work on consultancy and engineering design assignments at different levels and with different time perspectives. General mapping, analysis and design are to be developed in partially integrated and partially parallel courses. The budget, complexity, and progress will vary between the different assignments.

The assignment requires a general approach to the project area, and a multi-discipinary approach to the need within the area.

The assignment requires professional competence within urban design, and the development of urban and park areas, city life, and cultural memorials and cultural memorial management, together with the necessary technical professions.

The assignment covers two different types of main assignments:

- General knowledge basis

-- Concerns the preparation of a knowledge basis for the project area on a general level, and covers the project area as a whole.

- Sub-project

-- Concerns a sub-project within the project area, and will cover engineering design work for solutions for specific areas or elements.

Egnethet til å utøve yrkesvirksomheten:

Tenderers must be a legally established company. Documentation: Tenderers registered in the Norwegian Register of Business Enterprises do not need to enclose documentation. The contracting authority will inspect the registration by using the organisation number provided in the tenderer's Mercell profile. For tenderers that are not registered in the above-mentioned register, the tenderer must provide certificates or confirmation of registration (equivalent to a company registration certificate) in a trade register or company register as described in the legislation in the country where the tenderer is established. The certificate must not be issued more than 6 months prior to the tender deadline.

Økonomisk og finansiell stilling:

Tenderers must have sufficient economic and financial capacity to fulfil the contract. The required financial capacity will be assessed in relation to the contract's value, services, risk and length. Documentation for Norwegian tenderers: The contracting authority will check tenderers' financial situation from DIFI's eBevis, Proff Forvalt (https://forvalt.no/) and/or via information given by Creditsafe (https://www.creditsafe.com), and can obtain further information from the Brønnøysund Register Centre. Note that the tender documentation includes guidelines for how tenderers can supplement available information if they wish to do so. Documentation for foreign tenderers: Tenderers must, upon request, submit a credit rating report from a company that has a licence from the Norwegian Data Protection Authority to operate a credit information company in Norway, possibly from a company with the equivalent certification in a member country of the EU/EEA. The credit rating report must be based on updated accounting information.

Teknisk og faglig kapasitet:

Tenderers are required to have sufficient technical resources and capacity to fulfil the assignment in accordance with the contracting authority´s needs. Documentation: Tenderers must attach an overview of personnel with relevant technical/specialist competence for the fulfilment of this delivery. The overview must include the person's professional qualifications, experience and how the person will be used in the delivery. All the stated resources must have sufficient capacity in the contract period to be used as described.

Tenderers must have adequate competence and professional qualifications for managing and quality assuring the assignment. Documentation: Tenderers must attach an overview of the experience and professional qualifications held by managerial group and/or key personnel that are responsible for the assignment.

The contracting authority requires that all tenderers have an established quality management system that is satisfactory to ensure quality in the execution of this contract. Documentation requirement: A description of the company´s implemented quality assurance system. Certificates must be submitted for the company's quality management system, issued by independent bodies, confirming that the company meets specific quality management standards, for example ISO 9001. If the company does not have a certificate, other documentation of the company´s quality management system must be presented. In such cases, the following must, as a minimum, be submitted: * The system's name and a detailed table of contents * A general description of the system's contents, including an overview of check plans and check-lists that are relevant for this contract * An organisation chart that shows responsibilities in the quality assurance system * A description of procedures for internal control and handling deviations (work with corrective and preventive measures) * A description of how the system will be used to ensure quality in this contract. All submitted or collected documentation will form the basis for an overall evaluation of whether the qualification requirement is fulfilled.

The contracting authority requires tenderers to have certification from independent third parties that confirm that the tenderer has routines and systems that ensure that the execution of the delivery has a low impact on the environment. Documentation requirement: Tenderers must submit certificates from independent bodies that document an established and satisfactory quality management system. Documentation is required stating that the tenderer is environmentally certified in accordance with ISO 14001, is an Environmental Lighthouse company, is certified by EMAS, or is certified by equivalent third parties. If the tender does not have a certificate, other documentation of the tenderer´s environmental management system must be presented. In such cases, the following must, as a minimum, be submitted: The system's name and a detailed table of contents, a general description of the system's contents, including an overview of check plans and check-lists that are relevant for this contract, an organisation chart that shows responsibilities in the environmental management system, a description of procedures for internal control and handling deviations (work with corrective and preventive measures), a description of how the system will be used to reduce the impact on the environment in this contract. All submitted or collected documentation will form the basis for an overall evaluation of whether the qualification requirement is fulfilled.

Requirement: Tenderers must have relevant competence and experience, which includes deliveries of an equivalent nature and complexity as the delivery requested in this contest. Reference projects must focus on: Mapping and analysis of central and historical park and urban areas, urban design and the development of. urban and park areas, including lighting plans, work with cultural memorials and cultural memorial management in central areas, work with technical infrastructure in central areas, including buried waste systems. Documentation: Documented by a description of up to five reference projects from the last three years. The description must include a statement of the project's name, the contracting with a contact person (name, telephone number and email address), the assignment's value, the company's assignments/role in the project, the project's nature and complexity, start-up date, and any completion date. It is the tenderer's responsibility to document relevance through the description. If a tenderer must rely on sub-suppliers to fulfil the qualification requirement, an equivalent overview of relevant references must be attached for the sub-suppliers in question. Documentation of relevant deliveries or services that the tenderer performed more than three years ago can also be taken in consideration.
