Bergen kommune (Bergen Municipality) wants tenders for a framework agreement for internet payments, card redemption agreement and POS terminals.
The municipality needs card redemption agreements for e-commerce that facilitates the municipality being able to receive payments via the municipality's website. A contract has been entered into for a joint checkout system and on-line store, but this has not yet been implemented. Inhabitants and industry currently pay with debit cards and at some terminals also with credit cards. The municipality needs a system that includes debit cards, credit cards and mobile payments.
A contract will be signed with one supplier for the hire of payment terminals, e-commerce and card redemption agreement. The existing contract will be cancelled as soon as possible.

Kort beskrivelse:

The municipality currently has in operation approx. 40 POS terminals. There can be further need for more terminals. The municipality will use e-commerce in connection with a joint solution for cash registers, tickets and booking (separate contract), and therefore needs an internet-based payment system (PSP) and a card redemption agreement. The municipality needs a comprehensive and secure on-line payment system (PSD2). There is also a need for card redemption for physical POS terminals. The municipality wants to receive payments via cash, debit card, the most common credit cards, mobile payments etc. A good solution is also wanted for simple payment return. The municipality needs an administration portal where the municipality can also obtain different types of statistics and for reconciliation purposes. The municipality has a focus on digitisation and needs automatic reconciliation of sales and payment transactions and integration with the accounting system.

E-commerce is a new solution that will be offered by the municipality. It is therefore difficult to estimate the volume.
