The framework agreement will ensure that the contracting authority has its need covered by the replacement, renewal, and new procurements of all sports material and equipment for gymnastics halls, sports halls, and all types of sports facilities. The framework agreement will ensure deliveries of the right quality at the right time, in accordance with the contracting authority's current needs and orders. The list is not exhaustive.

Products that are included in the contract are, amongst other things:
Consumables for gymnastics halls, sports halls, sports facilities, etc., which, amongst other things, include all types of balls, bats, vests, cones, mats, activity equipment, and accessories, etc.
Sports material and equipment for gymnastics halls, sports halls, sports facilities, etc., which, amongst other things, include mats, handball goals, basketball material, and other related material and equipment.
Outdoor sports equipment, such as, amongst other things, all types and sizes of goals for outdoor use, basketball stands, nets, mats, etc.
The framework agreement will apply to all call-offs within the above-mentioned product groups, and the chosen tenderer will be obliged to deliver in accordance with the framework agreement after the contracting authority has placed an order is placed.

In the cases where the framework agreement supplier within a product group cannot manage to fulfil the contracting authority's need in a way that complies with the tender, the contracting authority can procure identical equipment from another supplier than the framework agreement supplier in the contract period.

Separate contests can be announced for call-offs with a total value of more than NOK 200 000 excluding VAT.
The following collaboration partners are affiliated to the contract:
Alver Municipality
Askøy Municipality.
Bjørnafjorden Municipality
Modalen Municipality
Osterøy Municipality
Samnanger Municipality
Vaksdal Municipality
Øygarden Municipality
The contract period will be 2 years from the contract date, with a unilateral option for a further 1 year + 1 year.
Call-offs on the framework agreement will start from the date the tenderer's e-commerce catalogue is approved by the contracting authority and activated in accordance with the terms in the attached draft of the standard contract annex 3a.

Egnethet til å utøve yrkesvirksomheten:
Registered in a trade register or company register.
Tenderers must be registered in a company register or trade register in the member state where the tenderer is established. As described in annex XI of directive 2014/24/EU; suppliers from certain member countries can be required to fulfil other requirements in the mentioned annex.

Minimum requirements for qualification
Tenderers must be a legally established company. Documentation: tenderers registered in the Norwegian Register of Business Enterprises do not need to enclose documentation. The contracting authority will inspect the registration by using the organisation number provided in the tenderer's Mercell profile. For tenderers that are not registered in the above-mentioned register, the tenderer must provide certificates or confirmation of registration (equivalent to a company registration certificate) in a trade register or company register as described in the legislation in the country where the tenderer is established. The certificate must not be issued more than 6 months prior to the tender deadline.

In regards to any other economic and financial requirements stated in the tender notice or in the procurement documents, the tenderer must verify:

Minimum requirements for qualification
Tenderers must have sufficient economic and financial capacity to fulfil the contract. The required financial capacity will be assessed in relation to the contract's value, services, risk and length. Documentation for Norwegian tenderers: the contracting authority will check tenderers' financial situation from DIFI's eBevis, Proff Forvalt (https://forvalt.no/) and/or via information given by Creditsafe (https://www.creditsafe.com), and can obtain further information from the Brønnøysund Register Centre. Note that the tender documentation includes guidelines for how tenderers can supplement available information if they wish to do so. Documentation for foreign tenderers: tenderers must, upon request, submit a credit rating report from a company that has a licence from the Norwegian Data Protection Authority to operate a credit information company in Norway, possibly from a company with the equivalent certification in a member country of the EU/EEA. The credit rating report must be based on updated accounting information.

Only for public goods deliveries: the tenderer has, in the reference period, carried out the following important goods deliveries of the requested type, or the following important services of the requested type. The contracting authority can require up to 3 years experience and can take experience from the period before the last three years into consideration.

Minste nivå(er) av standarder:
Tenderers must have substantial and relevant experience. The experience must be from assignments of an equivalent complexity as the services requested in this contest. Documentation requirement: Relevant experience is to be documented by stating a minimum of three (3) and a maximum of five (5) reference projects from the last three (3) years. Information on this point is to be given in Mercell. Only the first five projects will be assessed if more than five reference projects are listed.

Vilkår for kontraktoppfyllelse:
Tenderers must, through their business practice, respect international standards on human rights, employee rights, the environment, animal protection, and anti-corruption in their company and in the supplier chain. Tenderers must actively work and have a system so that goods and services that are delivered according to this contract are produced and distributed under conditions that are in consistent with the standards.
