The Agency for Urban Environment would like to enter into parallel framework agreements with 3 tenderers for the provision of construction management services for the Agency's investment projects related to the technical infrastructure. The type of assignments will, amongst other things, include the development of public spaces/common land, development of new or upgrading existing parks and playgrounds, footpaths, foot and cycle lanes, traffic safety measures and short cuts to Bybanen [Light Rail]. The assignments can consequently be small projects with part time construction management over some months, to large projects with full-time construction management over one to two years. Minor measures are often combined and prepared as a contract.
The Agency for Urban Environment would like to enter into parallel framework agreements with 3 tenderers for the provision of construction management services for the Agency's investment projects related to the technical infrastructure. The type of assignments will, amongst other things, include the development of public spaces/common land, development of new or upgrading existing parks and playgrounds, footpaths, foot and cycle lanes, traffic safety measures and short cuts to Bybanen [Light Rail]. The framework agreements will cover the Agency for Urban Environment's need for the procurement of services with construction management that is not covered by our own resources that currently make up 1-2 fulltime positions.
- The framework agreement(s) will have a duration of 2 years with an option for a periodic extension for up to a further 2 years.
- The value of the framework agreement, including options, is estimated to a total of approx. NOK 15 - 20 million excluding VAT. This estimate is based on the existing scope of services, and is not binding for the contracting authority, and can be subject to change.

The contracting authority reserves the right to vary the commitment as needed and manage this in the orders for each assignment, hereafter called call-offs. This may be necessary if the project size or complexity indicates that there is a need for special capacity, competence, experience or other relevant circumstances indicate this.
The contracting authority reserves the right to vary the commitment as needed and manage this in the orders for each assignment, hereafter called call-offs. The contracting authority shall have the right to, but not be obligated to, announce a separate competition for construction management. This may be necessary if the project size or complexity indicates that there is a need for special capacity, competence, experience or other relevant circumstances indicate this.
- Distribution mechanisms for assignments under the framework agreement will be carried out via direct call-offs or by mini-competitions. The distribution of the assignments is further described in annex 3; the Administrative Regulations.

Award criteria:
The award criteria for the contest are price (60%) and quality (40%).
Tenders must be submitted for personnel within two disciplines:
Discipline 1:
Construction management for public urban spaces, playgrounds, parks, footpaths, green areas.
Discipline 2:
Construction management for road installations in urban areas, including foot and cycle lanes, and traffic safety measures.
One of the offered resources (does not matter which discipline it is offered under) will also be assessed for the role of SHA coordinator based on competence.
