Requirement:

Tenderers must be a legally registered company.

Documentation:

Foreign tenderers must present documentation that confirms that the company is legally registered in its home country. Norwegian tenderers do not need to document fulfilment of this requirement beyond the presentation of tax and VAT certificates, cf. the information below.

Tenderers must have their tax and duty payments in order (only for Norwegian tenderers).

Tax and VAT certificate (RF-1316). The certificate can be ordered via www.altinn.no. The certificate must not be more than 6 months from the tender deadline.

Tenderers must be creditworthy.

Documentation

The tenderer’s credit rating, not older than 6 months when calculated from the expiry of the application deadline. The credit rating must contain an assessment of the tenderer’s payment history/reliability. The result of the credit rating must be given as a graded value (letters or numbers) on a defined scale. If a tenderer, in order to comply with the requirement, presents guarantees from other companies (e.g. the controlling company), an equivalent credit assessment for this company must be submitted. Furthermore, a legally binding confirmation must be enclosed from this company stating that they have joint and several liability under the contract.

Tenderers must have the financial capacity to fulfil the contract.

Documentation:

Presentation of the fiscal figures from the last available Annual Financial Statements, showing the tenderer’s turnover. (Not required if the accounts' key figures are shown in the credit rating)

Requirements for technical and professional qualifications:

Requirement: A description of the tenderer's most relevant reference projects.

Documentation: Tenderers must document experience with

the design and delivery of ship lifts with a capacity of 2000 tonnes or more.

Design and delivery of a self-driven rail transport system with a capacity of 2000 tonnes or more.

Classification in accordance with the rules and provisions from a recognised classification company.

Service in the lifetime.

The description of all deliveries must include a specification of:

Contracting authority (name and location)

The assignment's economic value

Dates

Scope of the delivery

The contracting authority's contact information (name, telephone number and email address)

It is the tenderer's responsibility to confirm and document competence and capacity in accordance with Annex 1.

If necessary, tenderers can present documentation from subcontractors so that they collectively meet the requirement.

Requirement: Tenderers must have the financial capacity to comply with the contractual obligations.

Documentation: A description of the tenderer's capacity.

Personnel within engineering design services, construction, and quality follow-up.

Production facilities.

Requirement: The procurement process itself is unclassified and there are no security clearance requirements. Personnel who are nominated to carry out to install the system on the quay must, however, fulfil the requirements and prerequisites for security clearance for Secret (S)/Nato Secret (NS).

Attention is drawn to the fact that it is the tenderer's risk if security clearance cannot be achieved within the deadline, unless the delay is due to conditions that the Norwegian Defence Estates Agency is responsible for.

Documentation: Fill in and submit document Annex 3 (U) Self-declaration of security requirements.

Environmental management requirement.

Requirement: Tenderers must have a well-functioning environmental management system in place.

Documentation: Description of the environmental management system that is used and implemented in the company. If a tenderer is certified in accordance with ISO 14001, or equivalent standards, the valid certificate is to be presented.

Quality management requirement

Requirement: Tenderers must have a well-functioning quality management system in place.

Documentation: A description of the quality system that is used and implemented in the company. If a tenderer is certified in accordance with ISO 9001, or equivalent standards, a valid certificate is to be presented.

Kontraktutførelse
Innskudd og garantier som kreves: Security for advance payment.
Hovedfinansieringsvilkår og betalingsordninger og/eller henvisning til relevante bestemmelser som regulerer dem:

Payment according to achieved milestones, in accordance with the negotiated payment plan.

Andre særlige vilkår:

The Norwegian Defence Estates Agency's own contract terms will be used. These are based on recognised standard contracts where these are available.

Requirements regarding the tenderer's solidity and ability to maintain the system's availability by providing service throughout its lifetime.

The personnel that will carry out the installation and service must have security clearance.
