Today, Oslo Municipality’s potable water supply depends solely on Maridalsvannet and Oset water treatment facility, which supplies 90 % of Oslo with clean and safe potable water. If a major failure occurs in the current water supply system, Oslo will face severe consequences within a few hours. The overall goal of the projects ‘New water supply Oslo’ and ‘New water supply Oslo - Main network’ is to ensure the population in Oslo municipality a satisfactory supply of potable water, even in the event of failure of vital parts of the water supply system. Thus the Norwegian Food Safety Authority has ordered Oslo Municipality to establish a fully sufficient reserve water supply by 1 January 2028. The client has recently received a KS2 report which questions the inclusion of the tunnel Oset - Disen (see part II C.2 Technical description, process 430) as a part of this procurement. The client does not consider it as likely that this will happen, and has therefore chosen to announce the tender for the E6 Clean Water Tunnel. However, the client is carrying out parallel work towards the tender deadline in order to assess the input from the draft KS2 report. If the Oset - Disen tunnel is removed from the scope of the contract for E6 Clean Water Tunnel, this procurement may be cancelled, and then re-announced without the Oset-Disen tunnel.

Contract E6 Clean Water Tunnel is one of ten contracts in the projects ‘New water supply Oslo’ (NVO) and ‘New water supply Oslo - Main network’ (NVO-S).

The NVO project consists of a new raw water supply from Holsfjorden, new water treatment facilities in caverns at Huseby and a distribution system for potable water from Huseby to Sagene.

The NVO-S project connects NVO with the existing water treatment facility at Oset and strengthens the distribution system between the eastern and western part of Oslo.

The contract E6 Clean water tunnel includes a new distribution system for potable water connecting the new water treatment facility at Huseby with Oslo’s existing water supply. The distribution system mainly consists of pipelines, pumping stations, reservoirs and connections to the existing water supply. The main tunnel from Stubberud to Huseby shall be excavated by a tunnel boring machine (TBM). Other tunnels and caverns shall be excavated by drill and blast.

The contract E6 Clean water tunnel includes, but not limited to:

• rig and construction areas at Vinderen, Furulund (Ullevål), Bjølsen, Disen, Oset, Stubberud and Haugerud;

• approx. 18 km of tunnels of which 11 km shall be excavated by one TBM, with segmental lining;

• approx. 423 000 m

• approx. 624 000 m

• approx. 1 250 m

• approx. 30 km pipelines> Ø1200 mm.

— TBM tunnel: DN1200 approx. 7 km and DN1500 approx. 18 km;

— Sinsen-Oset: DN2000 approx. 3.5 km;

— TBM assembly cavern to Stubberud water pump station: DN1500 approx. 0.8 km;

— Stubberud-Haugerud: DN1400 approx. 0.3 km;

• approx. 115 000 m3 concrete;

— segmental lining in TBM tunnel: approx. 70 000 m

— pipe culvert and other precast elements in the TBM tunnel: approx. 28 000 m

— pipe supports in the TBM tunnel: approx. 3 000 m

— other concrete structures: approx. 14 000 m

• TBM assembly cavern;

• pump station for drain water;

• potable water pumping station;

• two potable water reservoirs, total volume 50 000 m

• shafts/boreholes for pipelines, cables and emergency exits;

• valve chambers;

• cable routings in the tunnels (high-voltage and low-voltage cables, fiber and radiating cables for mobile communications);

• technical rooms (switch room, transformer room, ICT room, switchboard room for both high-voltage and low-voltage);

• portals and access towers;

• mass transport;

• connection to the main existing water system at five locations;

• programming of control, regulation and monitoring systems, including integration with the client's existing remote-control system;

• vehicle for transport of equipment and personnel in the TBM tunnel;

• ventilation systems in the tunnels and associated technical rooms;
