The main cycle path is a pilot project by Norwegian standards. It will be between Stavanger and Sandnes, is only for cyclists and is approx. 13 km long. This competition concerns construction of the stretch starting at Sandnes border (Pel 5370) and to Oalsgata in Sandnes, which is divided into three parts: E02, E04 and E04.

Due to a legal dispute, E02 is being announced as a possible option for the builder. If an amicable agreement is entered into during the competition, the tenderers will be notified. Ground works will also be carried out for Speed Control on E39. This work is described in a separate element on E03 and can be cancelled when a pilot project is developed and evaluated. The project is designed both as model-based and with drawings:

• sub-stretch E02 between Sandnes’ border and the Løwenstrasse junction are model-based, with supplementary detailed drawings;
• the sub-stretches E03 Løwenstrase – Smeaheia concern both Model/survey files and drawings for the execution, aside from 'Four edged’ culvert, this is purely model based. See also C2. 35.6;
• Sub-stretch E04 Smeaheia – Oalsgata concerns both model files/survey files and drawings for the execution.

E02: Sandnes border — Løvenstrasse, option possibility. The deadline to trigger the option will be one year after the final tender deadline. The deadline for completion of E02 is 1.5 years after entering into the option contract for this stage.

Egnethet til å utøve yrkesvirksomheten:
The qualification requirements for the competition are stated in chapter B2 point 2.2 to 2.5 in the tender documentation. Each individual qualification requirement must be fulfilled before a tenderer will be considered qualified. Tenderers must be a legally established company or consist of a group of contractors that are legally established companies. The requirement also concerns activities that the contractor supports themselves on, see the tender documentation for further information.

Økonomisk og finansiell stilling:
1. Certificate from the Register of Business Enterprises, or equivalent certificate of legislated registration in the country where the contractor or the enterprises that will jointly constitute the contractor, cf. point 4.2, are established, as well as for all supporting enterprises, cf. point 4.1. 2. Completion of the table given in chapter E2, point 3.1. possibly point 3.4.

Teknisk og faglig kapasitet:
The contractor must have sufficient experience of relevant size, nature and degree of difficulty from the following works:
1) The primary discipline areas the assignment concerns: road and bridge construction;
2) Sub-assignments of significance to the contract work: water and Sewage and electro execution, noise measures, natural stone walls, piling, sheet piling work, direction controlled/horizontal controlled drilling, engineering design structures etc. NPRA and other builders' experiences with the tenderer will be appraised The contractor must have a system that shows he works pro actively to ensure safety, health and working environment (SHA), with relevance to similar works as those included in this competition. The system will be subject to regular audits. The tenderer and central contractual partners must have an average H1 value lower than 10 for the last three years. The tenderer must be certified or in the process of being certified in accordance with ISO 14001 (2015), EMAS (EU Eco-Management and Audit Scheme for environmental management), or the Eco-Lighthouse certification scheme, with relevance for equivalent transport projects. Tenderers must be certified or in the process of certification in accordance with ISO 9001 (2015), with relevance to comparable transport projects.
