The preparatory work for the Gartnerløkka – Kolsdalen project will include alterations to the infrastructure (pipes and cables) in the ground. The alteration involves, amongst other things, putting district heating pipes, waste water pipes, pressurised water pipes, surface water pipes, and high voltage and fibre cables in a separate route. The route will go in a culvert along Quadrum, otherwise the route will be in a ditch or pressed/tunneled. The pipes will be pressed and laid in a micro-tunnel on two sub-stretches, under the railway and under Gartnerløkka. Sheet piling must be established in order to construct the culvert as well as the press and reception hollows. The work will also include required temporary and permanent alterations to roads, road elements, various equipment, cables, and pipes.

Tenderers must be a legally established company or a group of
tenderers that must be a legally established company.
The requirement also applies to business that the tenderer relies on.
Økonomisk og finansiell stilling:
1. The tenderer's annual financial statements, annual report and audit report for the last three years and recent information (quarterly accounts) which is of importance to the tenderer's fiscal figures.
2. A brief statement regarding information on the economic conditions or losses that are not documented other places, and that are required to be documented in accordance with Norwegian and/or international accounting standards.
3. An overview of any newly performed, ongoing or impending tax or public reviews of the tenderer’s business.
4. An overview of any significant incidents that have occurred after the most recently audited financial statements are issued.
5. Completed table in chapter E1 point 4 of the tender documentation.
If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can document his economic and financial capacity by presenting any other document that is relevant to the fiscal figures/economy and that the contracting authority deems suitable. Tenderers must substantiate why they can’t present the documentation required by the contracting authority.

Minste nivå(er) av standarder:
Tenderers must have adequate economic and financial capacity to comply with the contractual obligations and, in addition, fulfil the following requirements:
1. Tenderers must have equity of minimum NOK 10 million.
2. Tenderers must have an equity ratio of at least 10 %.
3. Tenderers must have an average annual turnover of minimum NOK 100 million in the last three fiscal years.
Teknisk og faglig kapasitet:
A list of up to 5 but no less than 3 contracts that the tenderer has carried out or is carrying out in the last five years, calculated from the tender deadline. The list must, c.f. the form included in chapter E, include the following for each of the contracts:

• Description of the nature of the contract work, including the relevance for the qualification requirement.
• Description of work that was carried out by the tenderer himself and a description of work that was carried out by sub-contractors (contract facilitators).
• The date of the assignment

• Reference person/contact person at the contracting authority with contact information (telephone number and email address), and a statement of the person’s role at the contracting authority during the contract. Tenderers are responsible for ensuring that reference persons are available and will provide a reference.

Relevant experience:
Tenderers must have the sufficient experience of a relevant nature and degree of difficulty from the following central work:
1. Concrete work
2. Sheet piling work
3. Laying district heating pipes
4. Pipe pressing and ditch pressing/micro-tunnelling
5. Ditch excavation
6. Laying pipes
Tenderers must themselves have experience from the execution of the central work mentioned above. It is not sufficient if a tenderer only has experience from, for example, managing sub-contractors' execution of the central work. If a tenderer only has experience from, for example, managing sub-contractors, the tenderer must rely on other companies that have the required experience from the execution of the relevant central work, see B2, point 4.1.

Tenderers are required to show references for relevant contracts that they themselves have carried out in a satisfactory manner.
Conditions that will be evaluated are connected to i.a.:
• documentation of completed quality
• fulfilment of contracts
• compliance with provisions and procedures for HSE
• compliance with provisions for wages and working conditions
• observance of deadlines
• follow up during the warranty/claims period
• use of apprentices
