Politiets fellestjenester

Politiets Fellestjenester (PFT) i Norge (the Norwegian Police Shared Services), hereafter called the contracting authority, together with the Polismyndigheten and Kustbevakningen in Sweden (the Police Authority and the Coast Guard in Sweden) will enter into framework agreements for the procurement of drone systems/unmanned aerial systems (UAS). The procurement is implemented by PFT on behalf of the cooperation. Separate framework agreements will be entered into for PFT on behalf of the participating pubic entities in Norway, and separate framework agreements for the participating public entities in Sweden. The procurement primarily concerns the the following four UAS classes as well as necessary equipment, accessories, spare parts, training and servicing.
— UAS class A — Photo/crime scene,
— UAS class B — Small observation,
— UAS class C — Medium observation,
— UAS class D — Indoors.

Tenderers must be registered in a company register, professional register or a trade register in the state where the tenderer is established.
Documentation requirement:
— Norwegian companies: Company Registration Certificate,
— Foreign companies: Verification that the tenderer is registered in a company register, professional register or a trade register in the country where the tenderer is established.
Økonomisk og finansiell stilling:
Tenderers must have sufficient economic and financial capacity to fulfil the contract.
Minste nivå(er) av standarder:
Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.
Documentation requirement:
— a credit rating based on the most recent financial figures. The rating must be carried out by a credit rating company with a license to conduct this service.
If the tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can document his economic and financial capacity by presenting other documentation considered suitable by the contracting authority.

Teknisk og faglig kapasitet:
1) Tenderers must have experience from comparable contracts.
Documentation requirement:
Description of up to three of the tenderer’s most relevant/comparable assignments during the last 3 years, cf. the tender documentation's Annex B. Relevant assignments means, for example, the same type or similar deliveries to the police, armed forces, or other public entities. The list must include a statement of the deliveries' value, dates and recipients (name, telephone number and e-mail address). It is the tenderer's responsibility to document relevance through the description. Tenderers can document experience by referring to the competence of the personnel that he can use for this assignment, including experience that has been acquired while the personnel carried out services for another service provider. Documentation of relevant deliveries that the tenderer performed more than three years ago can also be taken into consideration.

2) The tenderer must have a good and well-functioning quality assurance and management system for the services that will be provided.
Tenderers must submit documentation of their quality assurance system and management system. The following documentation will be accepted: Certificates for the tenderer’s quality assurance/quality management system issued by independent bodies confirming that the tenderer meets the quality assurance standards according to ISO 9001 or equivalent, or a description that as a minimum includes the company’s procedures/routines for deviation and claims management, authorisation of sub-contractors, the process from reception and registration of orders up until delivery to the customer has taken place.

3) The tenderer must have an environmental management system.
Tenderers must submit documentation of their environment management system. The following documentation will be accepted: Valid attestation/certificates issued by independent bodies (e.g. ISO 14001, EMAS, Eco-Lighthouse or equivalent), or a description of the tenderer's own environmental management system. The description must as a minimum include the tenderer's environmental policy and environmental goals, including:

(b) routines for ongoing follow-up of environmental goals related to important environmental aspects;
(c) routines that ensure adherence of relevant environmental laws;
(d) routines for continual training of personnel in environmental questions in connection to the assignment;
(e) routines for implementation of internal environmental audits;
(f) routines for handling environment-related deviations;
(g) routines for work with quality assurance of sub-contractors/cooperating partners in environmental questions.
