Froland Municipality's population is growing and the current secondary school is expecting a large year group in 2 years time. The current school does not have sufficient capacity. New norms and requirements for areas, special rooms and group rooms require an overall plan that shows how an extension and alterations to the current building can together meet the secondary school's needs for space.
Froland Municipality therefore needs architect/consultancy services for the preparation of a draft project for alterations and an extension that includes solution proposals with drawings, a room programme and calculations.
The procurement also includes an option for the preliminary project with the tender documentation (service specification/function description), if the project gets political approval.
All disciplines will be included in the tender. For further information about the contents of the procurement, please see section II annex 1.

Vilkår for deltakelse
Økonomisk og finansiell stilling:
Tenderers must have sufficient financial capacity to fulfil the contractual obligations.
The required financial capacity will be assessed in relation to the contract's value, services, risk and length.

Documentation requirement:
A credit assessment from a certified credit rating agency based on the most recent known accounting figures.
The key figures in the accounts must be presented together with an assessment of the tenderer's payment history.
Teknisk og faglig kapasitet:
Requirement 1:
Delivery capacity
— Tenderers must have sufficient capacity and competence available to fulfil the contract.
Requirement 2:
Reference projects
Tenderers must have good experience from the implementation of equivalent deliveries/comparable assignments. 'Equivalent' means assignments of an equivalent nature (school) and scope.
Requirement 3:
Quality assurance
Tenderers must have implemented a quality management system that is satisfactory to ensure the quality in implementing this contract.
Requirement 4:
Technical qualifications
Tenderers must have qualifications equivalent to requirements for central certification for development class 2 in the following certification disciplines:
'applicant' and 'architectural design' for architecture.
Minste nivå(er) av standarder:
Requirement 1:
A description of the number of qualified personnel the tenderer has at their disposal for fulfilment of the contract within the following disciplines:
• ARK (Architect),
• RIB (Consulting Civil Engineer),
• RIE (Consulting Electro Engineer),
• RIV (Consulting HVAC Engineer).
Requirement 2:
A list with an overview and description of the tenderer's most relevant assignments during the last 3 years.
The list/description must as a minimum contain:
• name of customer/recipient,
• scope of the assignment,
• description of the company's role,
• the assignment's value,
• delivery dates,
• a brief description of the delivery.
It is the tenderer's responsibility to confirm relevance through the description.
Requirement 3:
The documentation must be provided in one of the following ways:
A description of the quality assurance system OR ISO 9001, or equivalent 3
Requirement 4:
Alternative 1:
Documentation of central certification within relevant disciplines, certification areas and development class.
Alternative 2:
Alternative documentation showing the tenderer's required and relevant professional qualifications for implementing measures as an ‘engineering designer’ and ‘applicant; in enterprise classification 2 for the relevant disciplines.
