Lot
Tenders can be submitted for one or both groups. Sub-tenders and alternative tenders cannot be submitted for individual groups, nor alternative tenders.
Group 1: Small items hazardous waste. Group 2: Bulk hazardous waste.
The contracting authority will enter into a contract with one tenderer in each group as long as a sufficient number of qualified tenderers submit tenders.
Contract
The procurement will be regulated by the attached contract with the associated standard terms.
Commencement for implementation of the contract starts immediately after contract signing. Costs for implementation will be cost-free for the contracting authority.
The contract duration is from and including 1 February 2022 and runs until cancellation with six months notice.
The contracting authority will sign a contract with one 1 tenderer in each group.
The contracting authority expects that the tenderer is familiar with the contract provisions and makes the necessary internal clarifications in such a way that a contract can be signed if awarded.

Tax and VAT certificates
Tenderers must have their tax and VAT payments in order (ESPD: Part II A.e).
Documentation requirement: Requirement for certificate of paid VAT, tax and social security contribution. A certificate issued by the competent authority in the tenderer's country, confirming that the tenderer has met the obligations in regard to payment of VAT, tax and social security contributions in the country where the tenderer/contractor has its headquarters the (Norwegian certificate for Tax and VAT is combined and ordered from altinn.no, RF-1507,previously RF-1244) in accordance with the legislation in the country. The certificate must not be more than 6 months old.

The contracting authority is not allowed to request the certificate if he has already received it, in accordance with the regulations, section 17-1(4). If you have submitted a tax certificate to the contracting authority and it is still valid at the time of the tender submission for this contract the tender submission deadline, for this contest, you are not obliged to submit a certificate now. If this is the case, state when and to whom the certificate was previously submitted. You can, however, enclose the certificate voluntarily if you want.

Other economic and financial requirements: Economic and financial standing
Requirements regarding the tenderer´s economic and financial standing: The financial capacity to fulfil the contract is required (ESPD: Part IV B.58-3).
Documentation: The contracting authority will assess finances through the company and accounting information system Proff Forvalt (www.forvalt.no). The contracting authority reserves the right to obtain supplementary information about the tenderer's finances.

Teknisk og faglig kapasitet:
There are requirements regarding the tenderer's technical and professional qualifications.
The contracting authority requires that all areas of the tenderer's business operate in adherence with Norwegian laws and regulations. In this guide, hazardous waste means waste as defined in the Waste Regulation § 11-2. The tenderer and any sub-contractors the tenderer uses must have all necessary permissions according to public regulations for handling and treatment of hazardous waste, cf. among other things the Pollution Control Act § 11, cf. § 29. Requirements also apply to the transport of hazardous waste that is also hazardous goods, cf. the regulation about land transport of hazardous goods (ADR regulations). To the extend hazardous waste is exported to treatment plants outside of Norway, the service provider must ensure that these have necessary permits in accordance with the recipient country's rules to be able to legally handle hazardous waste. All costs connected to transport of waste will be carried by the service provider.

The contracting authority must approve sub-contractors and can request documentation from tenderers that the sub-contractors and treatment plant etc. have the necessary permissions to be able to handle hazardous waste. Sub-contractors are required to adhere to all agreed terms between the contracting authority and service provider.
