The defence sector has a changing need for the production, development, maintenance, update, and revision of digital learning content that is used in training and education.
The digital learning content includes, amongst other things, e-learning courses, video lessons, animations, and information graphics.
In addition the framework agreement covers, amongst other things, the following services:
— further development of existing learning content;
— technical support for research and development work connected to learning content;
— conversion of existing learning content for other purposes;
— translation of existing learning content to another language than Norwegian;
— development of an application for digital learning content;
— general advice on digital learning content.
The list is not exhaustive. Other services that are closely related to the need for digital learning content for use in training and education can also be included in the delivery.

The procurement will be carried out as a restricted tender contest. All interested suppliers can submit a request to participate in the first phase of the contest (the qualification phase). A given number of the qualified suppliers will be invited to submit a tender in the next phase of the procedure (phase 2).

Parallel framework agreements will be signed with maximum 3 (three) tenderers, provided that a sufficient number of suitable tenders are received.

Beskrivelse av fornyelser:

The framework agreement will be valid for 2 (two) years. If the contracting authority does not want to extend the contract, the contracting authority will give written notification 3 (three) months before the contract expires. If the contracting authority does not give notification of the contract expiring, the framework agreement will be automatically extended for 1 (one) year at a time for a further 2 (two) years.

Egnethet til å utøve yrkesvirksomheten:

Requirement: tenderers must be registered in a company register or a trade register in the country where the tenderer is established.

Documentation requirements:

Norwegian tenderers: company registration certificate.

Foreign companies: confirmation that the tenderer is registered in a company register or a trade register in the country where the tenderer is established.

Økonomisk og finansiell stilling:

Requirement: tenderers must have the required economic and financial capacity to fulfil the contract. A credit rating of 'credit worthy' or equivalent will be sufficient to fulfil the requirement. Documentation requirement:cCredit rating from a certified credit rating agency, based on the last accounting data The rating must not be older than 3 months.

Teknisk og faglig kapasitet:

Requirement: tenderers must have good experience from similar deliveries. Similar deliveries means deliveries of complete e-learning courses for training and education of the same nature and scope as stated in Annex B (Requirements Specification). The deliveries must together show breadth in the course content and use of learning elements. The e-learning courses that are used as a reference do not have to have a specific defence theme.

Documentation requirement: tenderers must fill in Part I Annex 2 Reference Form with the tenderer's 3 most relevant assignments that follow the SCORM specification in the last 3 years. In order to ensure sufficient competition, documentation of deliveries that the tenderer carried out more than 3 years ago can also be taken into consideration. All the columns in Annex 2 must be answered for each individual delivery, including:

• name of the contracting authority/description of the company;

• name of the delivery/assignment and a short description of the learning content;

• a short description of the delivery (course form, learning elements, number of units that used the course and course participants, cost-benefit effect, goal achievement and other relevant information);

• delivery date;

• contact information at the delivery recipient and a reserve contact persons (contact persons, email addresses, telephone numbers);

• referral to an attachment (zip file) that includes the tenderer's delivery for the assignment. Tenderers must submit the content that was delivered for the reference assignments (the delivery) in a zip file that is attached to the tender and referred to in Annex 2. It is the tenderer's responsibility to document relevance through the description. The contracting authority reserves the right to contact the references. The delivery recipients and reserve contact persons listed in Annex 2 must be informed of such possible contact in advance.
