OsloMet, c/o NAFO, would like to develop a new version of the multi-lingual picture service Bildetema: https://bildetema.oslomet.no. A new flexible and scaleable technical system is to be developed in front with new content, nw pictures, audio, and text, and a new design that fulfils the legal requirements on personal protection and accessibility (universal design), WCAG 2.1, see https://www.uutilsynet.no/eueos-regelverk/fremtidige-regelverk-og-krav/747). The new system must be education and user friendly, and adapted to different platforms/browsers with responsive design. The system must be on a platform with technology that NAFO can easily manage itself, which involves being able to add, edit, and remove content, pictures, and audio files as required. It must be easy to add new languages to the system. We want Bildetema to be a modern and flexible service that can be expanded with new content and new functionality in the future. The contract value over a four year period, is very likely to be between NOK 3,000,000 and NOK 4,000,000 excluding VAT. The contract's maximum limit is set to NOK 6,000,000 excluding VAT.

A framework agreement will be signed with one tenderer for the assignment. The framework agreement duration will be 2 years. The contracting authority will have an option to extend the framework agreement for a further 1+1 year, to a maximum of 4 years.

Qualification requirement #1: Tenderers must be legally established companies.

Documentation requirement #1: Norwegian tenderers: Company Registration Certificate. Foreign tenderers: Confirmation that

the tenderer is registered in a trade register or company register in accordance with the law in the country where

the tenderer is established.

Qualification requirement #2: Tenderers must have complied with their obligations related to tax and

payroll tax.

Documentation requirement #2: - A certificate from the tax collector (RF-1316). The certificate shall not be more than 6 months from the tender deadline. Any arrears and other notes must be explained. • Foreign companies must submit equivalent certificates demonstrating that they have their tax a duty payments in order.

Økonomisk og finansiell stilling:

Qualification requirement: Tenderers must have sufficient economic and financial strength to fulfil

the contract.

Documentation requirement: A credit rating based on the last fiscal figures. The rating must be carried out by a credit rating company with a licence to conduct this service. The credit rating must not be older than six months calculated from the tender deadline. The result available in the documentation must be given as a graded value (letters or numbers) on a defined scale. Newly started companies which are unable to provide a relevant credit appraisal and/or the annual accounts, can present alternative documentation.

If a tenderer has a justifiable reason so that they cannot

present the documentation the contracting authority has

requested, the tenderer can document his

economic and financial capacity by

presenting another document that

the contracting authority considers suitable.

Teknisk og faglig kapasitet:

Qualification requirement #1: Tenderers must have sufficient capacity and have a good implementation ability that demonstrates that the tenderer can fulfil the contract.

Documentation requirement #1: A brief, general description of the business, including:

An account of the company’s business concept and core competence related to the scope of the delivery. An overview of the company’s history, organisation and ownership, as well as a description of the current business. A description of how the tenderer is organised for the execution of this contract, including a list of personnel the tenderer has at disposal for fulfilment of the contract area requested. Tenderers can choose to rely on other companies’ capacity to fulfil the

technical and professional requirements, or to strengthen their technical and professional qualifications. Tenderers must, in such an event, document the resources of the companies on which he will rely and prove that he will have the requisite resources from these companies at his disposal during the contract period, by, for example presenting a declaration of commitment (use annex 2 Commitment Statement in the tender documentation), guarantee, co-operation agreement or similar. This is valid regardless of the legal nature of

the connection between the companies, i.e., that the supporting companies can either be the tenderer's parent company, another company in the same group, a co-operation partner, etc.

Qualification requirement #2: Tenderers must have good experience from similar deliveries, demonstrating that they can

fulfil the contract. Document experience from similar contracts.

Documentation requirement #2: A brief list of the tenderer's most important provided services the last three years.

Documentation requirement: Overview of relevant deliveries in the last 3 years. The overview must, as a minimum, contain: • A brief description of the delivery. • Time of execution • Scope of the assignment in monetary amount. • Name, and telephone number of the reference person at the Contracting Authority. The contracting authority must have the opportunity to

contact the named contact persons.

Qualification requirement #3: Tenderers must have an environmental management system that describes how the company carries out and continuously limits its environmental impact to ensure that the tenderer is suitable to

fulfil the contract.

Documentation requirement: #3: A description of the tenderer's relevant environmental measures / environmental management system.

Attachments or certification from a relevant and recognised third party can alternatively be submitted.
