The Republic Geodetic Authority (RGA) in Serbia is one of the largest providers of public digital services in Serbia. Cyber security is the key for confidentiality, integrity, and availability of the data and information. To improve RGAs capability to detect and respond towards cyber events and incident, RGA is expanding their current security setup.
The overall objective of this tender is to expand and improve the cyber security monitoring and detection capabilities for RGA (GeoSerbia).
The contract consists of both licence procurement (expansion) and professional service, both provided from one supplier.

The overall objective of this tender is to expand and improve the cyber security monitoring and detection capabilities for RGA (GeoSerbia).
The contract consists of both licence procurement (expansion) and professional service, both provided from one supplier.
The Republic Geodetic Authority (RGA) has one of the largest digital infrastructures and is the largest provider of digital services serving the community of Serbia.
RGA has an existing cyber security solution in place to monitor and detect cyber events and incidents. The system needs to be expanded to increase the technical coverage and the organisational capability to detect and respond to cyber incidents.
The Norwegian Mapping Authority is assisting RGA in the procurement and implementation of this expansion.
The existing solution is using Aspen SIEM, a product of AST, as their core log collection and correlation platform.
RGA has an internal team of cyber security analysts, who is responsible for managing the solution and running the internal security operations centre (SOC).
RGA needs to expand the number of licences and consultancy services in order to support coverage of SIEM and the possibilities for the internal SOC.
The scope of this tender is therefore to expand and improve the cyber security capabilities of RGA, not only by implementing more technology but also increase the operational efficiency of the internal security team.
The agreement will cover the need to purchase more licenses and consulting services that will contribute to strengthening the information security capacity of RGA, as well as building capacity in the areas of common interest identified in the institutional cooperation.

The contracting authority has an option to expand the contract on unchanged terms for one or more cost elements. This will be based on the available budget.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
1) The supplier must be a legally registered company.
Documentation requirement for foreign suppliers: a confirmation written by an authority responsible for trade or business register, in English or translated into English, that the company is registered in a trade or business register as prescribed in law in the country in which the company is based must be presented on request. The contracting authority does not require notary verification of translation.

Økonomisk og finansiell stilling:
2) The supplier must have orderly conditions with regard to payment of tax, employer's national insurance contributions and VAT.
Documentation requirement for foreign suppliers: a certificate that confirms that the supplier has fulfilled its obligations regarding payment of taxes, social securities and VAT. The certificate must be no more than 6 months old.
Documentation requirement for Norwegian suppliers: skatteattest.
3) The supplier must have the financial capacity to execute the assignment. A score equivalent to 'medium risk' will satisfy the requirement.
Documentation requirement: the supplier must present a credit assessment/rating that is based on the last known accounting. The rating must be performed by an authorised credit rating agency. An auditor report of the economic and financial position can be accepted if the supplier has valid reasons for being unable to present the requested documentation.

Teknisk og faglig kapasitet:
4) The supplier will carry out the entire responsibility for the project implementation.
Documentation requirement: the supplier must present information on what part/parts of the assignment will be allocated to subcontractors, if any. The supplier must confirm that they will be responsible for the main parts of the contract and specify which part/parts will be provided with help from subcontractors. The supplier must also confirm that invoicing will be done by the supplier.

5) The supplier must have experience and technical knowledge. The supplier must in the last three (3) years have completed at least three (3) successful contracts based one the same technologies and deliverables as described in the competition documents.

Documentation requirement: the supplier must provide 3 references of similar projects successfully executed in the last 3 years. At least one reference must include Aspen SIEM implementation/expansion contracts. The references cannot be no older than 36 months. The information must include description of the clients, scope of the assignments, project outcome, contract values, and assignment duration. The role of the suggested team members should be described for each reference. Clients point of contact must be made available on request.

6) The supplier must have a good and well-functioning quality assurance system for the deliverables.
Documentation requirement: statement regarding the suppliers quality assurance system. Alternatively: a copy of system certificates issued by accredited certification bodies or equivalent documentation may be submitted.
