The procurement concerns entering into framework agreements for purchase of craftsmen services in building disciplines etc. The procurement concerns small and medium sized assignments (up to NOK 4 000 000 excluding VAT per assignment).
A more detailed description of the assignment content is in the requirement specification (the tender documentation's annex 1).
The contracting authority intends to enter into parallel agreements with four to five suppliers, provided that there are a sufficient number of suitable tenderers and tenders. How distribution of assignments will take place between the framework agreement suppliers is further described in the requirement specification (Annex 1 of the tender documentation).

Egnethet til å utøve yrkesvirksomheten:
Requirement 1 Tax certificates: The tenderer must have their tax and VAT payments in order
Documentation requirement: Tax and VAT certificate.
A certificate for tax and VAT issued by either the local tax office or the tax collection office where the tenderer's head office is located.
The certificate can be obtained from Altinn.no. The certificate must not be older than six months from the expiry of the tender deadline.
— Norwegian tenderers who are not subject to VAT must provide confirmation of this from the National Tax authorities,
— Foreign tenderers must provide certificates from equivalent authorities to the Norwegian ones.
Requirement 2 Company registration certificate:
The tenderer must be a legally established company.
Documentation requirement Norwegian companies: Company registration certificate
Foreign companies: Verification that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.
Økonomisk og finansiell stilling:
Requirement 3 Finances: The tenderer must have economic and financial solidity giving the contracting authority confidence that the tenderer will be economically viable throughout the entire contract period.
Documentation requirement: expanded credit rating/report not older than 3 months from a publicly certified credit rating company with score A (credit worthy) or equivalent or better rating. The report must be based on the last known fiscal figures. The date must be clear.

If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove the economic and financial position with any other document that the contracting authority deems suitable.
Teknisk og faglig kapasitet:
Requirement 4 Implementation Ability:
Tenderers are required to have an organisation that has the capacity to fulfil the contract. - Account of the tenderer's average workforce in the form of own employees during the last three years within the carpentry discipline.
Documentation requirement: organisation plan for the assignment showing the offered personnel in the various key positions i.e. managers, HSE personnel, foremen etc. in the assignment.
Requirement 5 Experience:
Extremely good experience is required from equivalent assignments, including assignments as described in the requirement specification (Appendix 1) typically carried out in public buildings such as schools, nursery schools, nursing homes, residences etc.

Requirement 6 Quality management system:
A good and well-functioning quality management system is required for the requested services
The concept quality management system means that the tenderer has a consciousness in relation to e.g. quality objectives, planning, securing, treatment of non-conformance and quality improvement
Documentation requirement: an account of the tenderer's quality assurance system or copy of a certificate for the quality management system in accordance with ISO 9001:2015 or equivalent certificate.
Requirement 7 environmental management system:
Systems and procedures are required that ensure low environmental impact when performing the delivery.
The environmental management system must, amongst other things ensure continual improvement of:
— the organisation’s competence in relation to environment and safety,
— the climate impact of the service.
Documentation requirement: An account of the tenderer's environmental management system or a copy of certificates for the environmental management system in accordance with ISO 14001:2015, Eco-lighthouse, EMAS or equivalent certificate.
