Ålesund kommune

The contracting authority would like to use this procurement to enter into a framework agreement with a supplier.
The objective of the Contract is to cover the Contracting Authorities' need for the procurement of books and other media. The customers in this Contract are public libraries.
I addition the prison library in Ålesund will be part of this Contract.
Ålesund municipality is part of a procurement collaboration where Ålesund municipality is the contracting authority, while participants in the agreement are stated by using Nuts codes. This means that all municipalities listed in this tender notice have the right to make call-offs against the framework agreement.
Note: Vestnes has an option to enter into the agreement, and is only involved if the contracting authority notifies the supplier of this.

In order to have their tender evaluated, a Tenderer must submit a completed ESPD self-declaration stating that

the Tenderer fulfils all of the qualification requirements stated below. The tenderer who is chosen to sign a contract must document fulfilment of the qualification requirements in accordance with the stated documentation requirements prior to signing the contract. The content of the requirements, as well as

what is considered valid documentation are described in this document (qualification requirements and tender contest conditions), as well as information given in the notice.

Økonomisk og finansiell stilling:

Requirement:

Tenderers must have their tax, payroll tax and VAT payments in order in accordance with the legal provisions.

The financial capacity to carry out the contract is required. Tenderers are required as a minimum to be

credit-worthy with a score of A in accordance with Bisnode AS using the service CreditPro, or that the tenderer has the financial capacity to carry out the contract, based on the contracting authority’s assessment in accordance with the attached documentation from the tenderer. Newly established companies: Newly established companies must have the economic capacity to execute the Contract.

Documentation requirement:

For Norwegian tenderers: A tax and VAT certificate. The tax certificate must not be older than six months from the tender deadline. Any arrears or other irregularities must be justified.

(Tenderers can obtain the electronic tax and VAT certificate themselves and immediately receive it by email.)

Foreign tenderers: Tenderers who are not established in Norway can present equivalent documentation issued by the authorities in the country where the tenderer is established. The certificate shall preferably be translated into Norwegian, but it will also be accepted in Swedish, Danish and English.

The contracting authority will carry out an assessment of the tenderer´s finances through the company and accounting information system Bisnode AS (www.soliditet.no/creditcontrol) with the service CreditPro.

The contracting authority will not accept credit ratings from business and account information systems other than

Bisnode AS with the service CreditPro in order to ensure an equal assessment of all tenderers.

Tenderers can enclose other necessary information with their tender if the tenderer is of the opinion that Bisnode/CreditPro will not provide a correct picture of the financial situation. Newly established companies: Newly established companies that have not built up a basis for a credit rating

must enclose a declaration from a bank or similar financing institution on the company's financial and economic position.

This also applies to foreign tenderers.
