Norsk nukleær dekommisjonering (NND)

Norwegian Nuclear Decommissioning has been given the task of clearing up after Norway's nuclear activities at Kjeller and in Halden. The decommissioning of the sites includes the removal of radioactive sources, disassembling equipment and systems, demolishing structures and buildings, and transferring radioactive material to a site that is certified to receive, store and dispose of the material.
The contracting authority would like to establish parallel, non-exclusive framework agreements for technical support within design, construction, and safety cases. The scope includes engineering design services and planning for new sites, upgrades/modifications of existing nuclear and non-nuclear sites that will be transferred to NND in ongoing entity acquisitions, as well as support with concession applications. The contracts will support the contracting authority in the work of establishing all the necessary technical basis as well as preparing safety cases for new and existing sites, so that these fulfil the owner and operation concession requirements.

The contracting authority would like to establish parallel, non-exclusive framework agreements with 2-3 tenderers for technical support within two main areas:
- Technical engineering, and
- Safety Case and Safety Assessment.
The contracting authority will need third party verification for both technical engineering and safety cases and safety assessment, in the form of independent inspections of the work that been carried out.
The scope includes engineering design services and planning for new sites, upgrades/modifications of existing nuclear and non-nuclear sites that will be transferred to NND in ongoing entity acquisitions, as well as support with concession applications. The contracts will support the contracting authority in the work of establishing all the necessary technical basis as well as preparing safety cases for new and existing sites, so that these fulfil the owner and operation concession requirements.

Beskrivelse av fornyelser:
The contracting authority will have an option to extend the framework agreement for a further 1 + 1 + 1 year, to a total of maximum 6 years.
Beskrivelse av opsjoner:
The contracting authority would like an option for independent inspections/third party verification for assignments that are carried out within the development of a concept and a solution for land fill and land fill in a bore hole.
For further information refer to the tender documentation, point 1.3 and the requirements specification, Part 2, Annex 1, Appendix 1.
The take up of the option will depend on whether the contracting authority gets its need covered in the existing contract for the solution and concept for a land fill and bore hole, and whether the tenderers that are awarded a contract for technical support have competence and experience within land fills and bore holes.

Requirement:
Tenderers must have orderly conditions with regard to payment of tax, employer's national insurance contributions and VAT.
Documentation requirement:
The tax certificate must not be older than six months calculated from the deadline for submitting a request for participation. A tax certificate is defined as:
For Norwegian tenderers:
- Tax and VAT certificate issued by the tax office via Altinn.
For foreign tenderers:
- Foreign tenderers must submit equivalent certificates from their own country that show that their payment of tax and fees is in order. If the authorities in the relevant country do not issue such certificates, the tenderer should submit a declaration stating that all taxes and duties have been paid. The statement must be approved and signed by the tenderer's Financial Director/ person responsible for finance.

Requirement:
Tenderers must have the sufficient financial strength to fulfil the contract.
Documentation requirement:
The tenderer's Annual Financial Statements including notes with the board and auditor's reports from 2019 and 2020.
The contracting authority reserves the right to carry out a credit assessment.
Financial strength is evaluated in relation to turnover, operating profit margin, solidity and liquidity.

A short, overall description of the company is to be submitted, on a maximum of three pages, including:
-An account of the company’s business concept and core competencies related to the scope of the delivery.
- An overview of the company’s history, organisation, and ownership, as well as a description of the current business activities. The overview must clearly state the ownership of the company.
- A description of how the tenderer is organised for the implementation of this contract, as well as the company's capacity. This must include an overview of the technical personnel that the tenderer has at their disposal to fulfil the contract, regardless of whether they belong to the company or not. The overview must include the job category and education level.

Tenderers must have good experience from comparable assignments.
Tenderers must submit the following to document fulfilment of the requirement:

The contracting authority must have the opportunity to contact the contact persons listed.
Tenderers must have a satisfactory quality assurance systems for their operations.
Tenderers must submit documentation of ISO 9001 or an equivalent quality assurance systems.
If a tenderer is not certified, the tenderer can document the requirement by submitting an overview of the table of contents for the quality assurance systems.
