Bærum kommune v/ Vann og avløp (Bærum Municipality c/o Water and Sewage) will procure equipment that can be mounted on the exterior of water pipes and that will log audio and listen for audio changes of a night time.
The tender competition concerns purchase of fixed audio loggers (correlating and non-correlating and hydrophones) including battery and data subscription, for use in monitoring leakage of the municipality 's water pipes. The loggers measure sound and will be placed at locations where it is difficult to operate listening, for example, in areas with lots of traffic or in areas with old and poor pipes. The municipality chooses where the equipment will be placed and when it will be moved to new placement. The loggers trigger alarms if unwanted sounds occur, so that the municipality can quickly begin searching for leaks in the area with normal leak-seeking equipment. Audio is not logged during the day as there are too many other disturbing sounds (traffic etc.).

The loggers will be delivered fully configured with electronic roaming SIM cards. Leakage notification will occur via GPRS and IOT networks on 4G internet. The loggers will measure audio in intervals at night and will have automatic data transfer once a day to an application.

The application must be available on Ipad/PC and will demonstrate in a map where the loggers are located (GPS coordinates) and measured values.

Requirement:
Tenderers must be registered in a company register or a trade register in the country where the tenderer is established.
Documentation requirement:
Norwegian companies: Company registration certificate
Foreign companies: Verification that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.

Tenderers must have their tax and VAT payments in order in the country where they are established.

The certificate can be obtained from Altinn.no.
The certificates must not be older than 6 months, from the tender deadline.
Norwegian tenderers who are not subject to VAT must provide confirmation of this from the National Tax Board.
Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.
Tenderers are required to be economically and financially solvent, which gives the contracting authority the security that the tenderer will be financially viable throughout the entire contract period.
Expanded credit rating/report, not older than 3 months from the deadline for receipt of tender. The credit rating/report must be issued by a publicly certified credit rating agency with score A (credit worthy) or equivalent or better score. The report must be based on the last known fiscal figures. The date must be clear.

Companies without adequate credit rating, newly started companies with a credit score of AN, individual foreign companies or companies without reporting obligation to the Brønnøysund Register Centre will not always be able to document that the requirement is met. In such instances, they will be able to compensate with a satisfactory credit rating which provides an equivalent security for implementation ability. These alternative documents must be included with the tender.

If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove the economic and financial position with any other document that the contracting authority deems suitable.
