This contest will result in framework agreements for user-controlled personal assistance (BPA). The framework agreements will cover the city districts' need or BPA and will ensure a facilitated and varied offer for the entire target group, independent of which district they belong to.
BPA is an alternative way to organise practical and personal assistance services in daily life both in and outside the home. The aim of BPA is to contribute to more equality, equal opportunities, and participation in society for persons with reduced functional abilities who require a lot of assistance. The possibility to take an education, participation in working life, and live an active and independent life is very important.
The target group is varied and covers users that require the service due to, amongst other things, physical or mental illness, reduced functional abilities, and/or reduced cognitive abilities. The scope of the service can vary from a few hours a week to 24 hour continual assistance.

Hovedtrekk ved tildelingsprosedyren:
The ranking of the tenders and the award of contract will be based on which tenders have the best points score for the award criterion quality, cf. the tender documentation, points 6 and 7. In order to ensure that the entire target group gets good and proper services, a special award mechanism can be used where, in addition to the best score for the award criterion quality, emphasis will also be put on the composition of the contracts covering all parts of the target group and their assistance needs.
