The service is for the municipality's services in accordance with the Crisis Centre Act. The measure must be located in Oslo Municipality.
The target group for crisis centre services is women, men, and children who are exposed to violence or threats of violence from close relations. Violence from close relations means the use of violence where the assailant and victim are connected to each other through family or genes, or have close relations to each other in another way. This includes all forms of violence and threats of violence, including physical, mental, and sexual violence, and violence in the form of economic and social control. Persons exposed to human trade, forced marriage, negative social control, and rape can need a crisis centre offer. The crisis centre offer also includes them.

Persons with substance and psychiatric problems and other vulnerable groups with a risk of being exposed to violence in close relationships are included in the target group for the crisis centre offer. Other relevant bodies must be contacted for persons who, after an individual assessment, have additional needs than what the crisis centre can offer, in order to meet the users' needs for protection and follow-up.

The contest is reserved for non-profit actors in accordance with the public procurement regulations section 30-2 letter a.
Tax and VAT conditions:
The tenderer's tax and VAT payments must be in order.
Registration, authorisations, etc.:
Tenderers must be a legally established company.
Economic and financial capacity:
Tenderers must have the financial capacity to implement the assignment/contract.
Conduct:
Tenderers must have good conduct.
Technical and professional qualifications
Tenderers must have total competence that complies with the Crisis Centre Act and see to the target group's special needs in accordance with the Crisis Centre Act, section 2, crisis centre offer requirements.
Tenderers must have minimum 3 years experience with providing services for persons exposed to violence in close relationships.
