This is an update of the call for tenders for ‘Consumables for the laboratories in Central Norway Regional Health Authority’. An overview of changes can be found in the document ‘Oversikt over endringer utført i versjon2’ (‘Overview of changes made in version 2’).
Consumables will be procured for the laboratories in Helse Midt-Norge.
The procurement is split into 9 sub-areas, which are further split into sub-contracts.
There are a total of 27 sub-contracts, which will be awarded separately.
One framework agreement will be signed per tenderer. The framework agreement will include the sub-contract(s) that the tenderer has been awarded.
Annex 02 Requirements Specification and Annex 03 Product and Price Sheet have been split up and are specifically under each sub-area.

Description of the requirement/documentation: tenderers must be a legally established company/sole trader or company being founded (SUS). Documentation requirement.
Established company: certificate from the register of business enterprises or certificate of registration in the professional register with regard to the legislation in the country in which the tenderer is established.
Recently established/in the process of being established: certificate from the register of business enterprises, or if not available, the Memorandum of Association (AS). The Business Registration Certificate presented must not be older than 12 months.

Økonomisk og finansiell stilling:
Description of requirements/documentation:
Sufficient financial ability (solvency) is required to execute the contract obligations. The credit rating that will form the basis to be eligible for this competition will be not less than 'Credit Worthy'. The contracting authority will use Bisnode/Credit Pro credit for the evaluation of the above. The contracting authority will itself obtain credit ratings as a basis for the assessment stated above. The information will be obtained after the tender deadline and on the same date for all tenderers. For recently established companies, companies under formation, companies with no activity or companies that have not been credit-rated, parent company guarantees, bank guarantees, etc. can instead be presented, providing an equivalent guarantee for the implementation ability. The company organisation number shall be provided for the parent company if a parent company guarantee is used.

Description of the requirement/documentation: tenderers must be certified in accordance with ISO 14001, EMAS, Eco-Lighthouse, or other environmental management standards based on relevant European or international standards. The standards must be certified by organs that comply with the community's rules or relevant European or international rules on certification. If a tenderer does not have such certification, other documentation for an equivalent environmental management system will be accepted.
