1) Consultant engineer, construction work (RIB);

Ålesund kommunale eigedom KF will construct a new extension for the existing sports hall in Fagerlia. The new extension will include a gym and technical room. Engineering design services have been carried out and drawings for the project have been made, but the contracting authority needs assistance with detailed drawings, etc., for the project.

Egnethet til å utøve yrkesvirksomheten:

Requirement: Norwegian tenderers must have their tax, employer contributions and VAT payments in order.

Documentation: tax and VAT certificates. The certificate must not be older than 6 months from the tender deadline. The certificate can be obtained electronically from Altinn. For further information, see Skatteetaten.no.

Requirement: tenderers must be a legally established company.

Documentation: Norwegian tenderers:

• Company registration certificate.

Foreign tenderers:

• Confirmation that the tenderer is registered in a trade register or company register in accordance with the law in the country where the tenderer is established.

Økonomisk og finansiell stilling:

Requirement: tenderers must have the financial capacity to carry out the assignment/contract.

Documentation: a credit rating from an approved

Credit rating agency based on the last fiscal figures. The key figures in the requirement must be presented together with an assessment of the tenderer's payment experience. If the tenderer has justifiable reason for not presenting the documentation that the contracting authority has requested, he can document his economical and financial capacity by presenting any other document that the contracting authority deems suitable.

Teknisk og faglig kapasitet:

Requirement: tenderers must have sufficient capacity and competence at their disposal to provide the offered service.

Documentation: a description of the number of qualified personnel the tenderer has at their disposal for fulfilment of the contract.

Requirements: experience from similar assignments.

Tenderers must have good experience from the implementation of equivalent/comparable assignments to the services being offered, see the description of the contract areas in annex 1.

Documentation: a list with an overview and description of the tenderer's most relevant assignments in the last 3 years per contract area that tenders are being submitted for. The list/description must as a minimum contain:

• name of customer/recipient,

• scope of the assignment,

• description of the company's role,

• the assignment's value,

• delivery dates,

• a brief description of the delivery.

The attached template for references must be used. See part 1, annex 5.

Requirement: Quality assurance.

Tenderers must have good routines for quality assurance.

Documentation: documentation must be given in one of the following ways:

Alternative 1: a description of the company's routines for quality management, with emphasis on quality assurance, resource management, management responsibility and continuous analysis and improvement.

Alternative 2: if a tenderer holds ISO 9001:2000 certification or the equivalent, the requirement will be seen as fulfilled.

Requirement: technical qualifications.

Tenderers must have qualifications equivalent to what is required for central certification in development class 2 in the following certification areas ‘engineering designer' for areas that a tender

Will be submitted for.

Alternative 1: Documentation of central certification within relevant disciplines, certification areas and development class.

Alternative 2: Alternative documentation demonstrating that the tenderer has the necessary and relevant professional qualifications to implement measures within the relevant discipline, certification area and development class.
