Consultancy Services for Using Azure and Power BI for Processing Data and Statistics

Statped

Statped will establish new architecture and systems for processing data and statistics, as well as develop reports in Power BI. We have a framework agreement for the systems, so the procurement of licences will not be included in the assignment. Statped needs competence and assistance in using change data capture and SSIS within an existing secure zone, before data is moved to Azure Data Factory. Analysis service will be used, and reports must be developed in Power BI. The assignment involves assisting Statped with the necessary competence and work in order to carry out the project by using the systems for our data, as well as some external data, and cooperating closely with Statped's internal project resources. The needs that must be covered in the assignment include: Reports to the Ministry of Education and Research, internal reports and management information on our service portfolio, progress in cases, etc., and an analysis basis on how our services are split between municipalities and counties nationwide, and how we ought to develop our services.

4.1 The tenderer’s certificates, authorisations, etc.
Requirement documentation requirement
Tenderers must be registered in a company register, professional register or a trade register in the state where the tenderer is established.
• Norwegian companies: company registration certificate;
• Foreign companies: verification that the tenderer is registered in a company register, trade register or a commerce register in the country where the tenderer is established.

4.3 The tenderer's economic and financial capacity
Requirement documentation requirement
Tenderers must have sufficient economic and financial capacity to fulfil the contract. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.
• presentation of the company's last annual financial statements and any remarks/comments;
• newer information of relevance to the company's fiscal figures, including the last up to date accounts;
• it must be clear that the company has the required financial solidity to execute the contract period;
• a credit rating based on the most recent financial figures. The rating must be carried out by a credit rating company with a license to conduct this service;
• an extended report from a publicly certified credit rating company that contains a credit rating of the service provider — typically represented by a letter or brief text as well as an explanation of this. The report must include the auditor's report, negative payment remarks, accounts and rating history. The report must be based on the last known fiscal figures;

• any founding document with the opening balance for newly started companies.
If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove his economic and financial position with any other document that the contracting authority deems suitable.

4.3 The tenderer's technical and professional qualifications

Tenderers must have experience from comparable assignments. Description of up to three of the tenderer's most relevant assignments during the last 3 years. The list must include a statement of the deliveries' value, dates and recipients (name, telephone number and e-mail address). It is the tenderer's responsibility to confirm relevance through the description. Tenderers can document experience by referring to the competence of the personnel that he can use for this assignment, including experience that has been acquired while the personnel carried out services for another service provider.

The assessment of whether the qualification requirements in chapters 4.2 and 4.3 are fulfilled will be based on the economic and technical capacity at the tenderer and possibly companies with ownership rights and any sub-suppliers. If a tenderer refers to sub-supplier's qualifications for fulfilment of the qualification requirements, written confirmation from the sub-supplier must be attached stating that the tenderer has access to the sub-supplier's resources.

4 Qualification requirements
In order to be invited to submit a tender in the contest, interested tenderers must complete the electronic self-declaration form as provisional documentation of fulfilment of the qualification requirements.
